Job Description
Job Purpose
We are seeking a proactive and experienced Change Manager to support the successful delivery of transformation initiatives across the organisation. The role will focus on ensuring the smooth transition of people, processes, and structures through effective change strategies, stakeholder engagement, and communications.
The post-holder will play a key role in embedding sustainable change that aligns with our strategic objectives, supporting the organisation to become more agile, efficient, and future-ready.
Key Responsibilities
- Develop and implement tailored change management strategies and plans to support major programmes of work
- Conduct impact assessments to understand the implications of change on teams, roles, and ways of working
- Design and deliver stakeholder engagement and communication plans to ensure alignment and buy-in across all levels of the organisation
- Support leaders and managers to navigate and lead their teams through change
- Identify change risks and issues, and develop mitigation plans to support adoption and minimise disruption
- Monitor and evaluate change adoption and readiness, providing recommendations for course correction where required
- Contribute to the development of new operating models and help shape the future ways of working across services
- Promote a culture of continuous improvement and organisational learning as part of business transformation
Key Skills and Experience
Essential:
- Proven experience delivering change management within large, complex organisations — within the public or not-for-profit sector
- Strong understanding of change management principles, methodologies, and tools (e.g. Prosci, ADKAR, Kotter)
- Experience managing the people side of change, including organisational structure, role clarity, and team dynamics
- Excellent communication, influencing, and stakeholder engagement skills
- Ability to work effectively with senior leaders, project teams, and service managers
- Skilled in producing high-quality change documentation, such as impact assessments, comms plans, and transition support materials
Desirable:
- Experience working alongside HR/Organisational Development teams
- Knowledge of operating model design and workforce transition planning
- Professional change qualification (e.g. Prosci, APMG, CIPD Change Management)
