A leading construction contractor with an excellent reputation for delivering high-quality projects across multiple sectors is seeking an experienced Pre-Construction Project Manager to join their growing team. This is an excellent opportunity for a construction professional with a strong site or project management background who is looking to move further into a pre-construction-focused position, or for an established pre-construction professional looking to take ownership of larger and more complex tenders.

Reporting into the Pre-Construction Manager, you will play a key role in managing tender opportunities from initial review through to submission and handover. You will work closely with estimating, planning, design teams, consultants, and supply chain partners to develop successful bids across projects up to £20m in value.

The successful candidate will bring practical construction knowledge, strong technical understanding, and the ability to influence and coordinate teams to deliver high-quality, commercially competitive tender submissions.

The Opportunity

You will be involved in a diverse portfolio of projects across sectors including Education, Healthcare, Commercial, Industrial and Leisure. Working across both new build and refurbishment projects, you will contribute to tenders delivered through:

  • Single-stage Design & Build
  • Two-stage Design & Build
  • Traditional procurement routes

Key Responsibilities

As Pre-Construction Project Manager, you will:

  • Lead and support the preparation of tender submissions, ensuring quality, accuracy, and commercial awareness throughout the process.
  • Review tender documentation, drawings, specifications, and technical information to identify risks, opportunities, and potential project constraints.
  • Provide construction expertise and practical input into bid strategies and methodology development.
  • Work closely with estimating teams to review subcontractor quotations, identify scope gaps, and support the development of accurate cost submissions.
  • Collaborate with planners to develop build sequences, logistics strategies, programme considerations, and risk mitigation proposals.
  • Prepare and coordinate quality submissions, including written responses, project approaches, and supporting documentation.
  • Support value engineering exercises through design and specification reviews, identifying alternative solutions while considering cost, programme, quality, and delivery implications.
  • Coordinate tender launch meetings, mid-tender reviews, and tender close meetings to ensure successful submissions are delivered.
  • Attend client and consultant interviews, including mid-tender and post-tender meetings.
  • Support the transition from pre-construction into delivery by ensuring key tender information, risks, opportunities, and design considerations are effectively communicated to the project team.
  • Assist with Design & Build reviews, including engagement with alternative design solutions across structural, architectural, and M&E disciplines.
  • Review design development, contractor design portions (CDP), fees, contingencies, and risk registers.

About You

To be considered for this role, you will ideally have:

  • A background in site management, project management, or pre-construction within a main contractor or subcontractor environment.
  • Strong practical knowledge of construction processes, including groundworks, steel frame structures, roofing, cladding, M&E, fit-out, and internal finishes.
  • Previous experience contributing to or managing tender submissions.
  • A good understanding of construction methodology, sequencing, logistics, and buildability.
  • Experience working on Design & Build and/or traditional procurement projects.
  • Strong communication skills with the ability to build effective relationships with clients, consultants, subcontractors, and internal stakeholders.
  • Excellent organisational skills with the ability to manage multiple deadlines and priorities.
  • Strong attention to detail with a methodical approach to problem solving.
  • The confidence to present information at tender meetings and support senior-level decision making.
