We are seeking an experienced and driven Pre-Construction Manager on behalf of our client to lead and coordinate all pre-construction activities within their commercial and delivery teams. Reporting directly to the Commercial Director, this pivotal role is responsible for managing the pre-construction process from initial enquiry through to contract award, ensuring bids are commercially competitive, technically robust, and aligned with client expectations. The role is based in Manchester, with occasional site visits, for which all associated costs will be reimbursed.

Key Responsibilities

  • Act as a key point of contact for clients during the pre-construction phase, building strong relationships and managing expectations from concept through to project handover.
  • Lead and coordinate all pre-construction activities, including bid management, programme development, risk assessments, and design coordination.
  • Manage the tender process from enquiry to submission, ensuring all bids are completed accurately and within deadlines.
  • Collaborate closely with estimating, design, operational, and commercial teams to develop competitive and compliant proposals.
  • Review tender documentation, identify project risks and opportunities, and coordinate supply chain and subcontractor engagement.
  • Lead pre-tender meetings, contractor engagement sessions, and site visits where required.
  • Support value engineering exercises and develop strategies to enhance project competitiveness and deliverability.
  • Oversee the preparation of pre-construction programmes, logistics plans, and technical submission documents.
  • Manage post-tender clarifications and client presentations, supporting negotiations through to contract award.
  • Prepare detailed handover information and facilitate smooth transition from pre-construction into delivery teams.
  • Mentor and support junior team members, encouraging continuous development and collaboration across departments.
  • Identify upcoming opportunities and work closely with business development teams to support company growth.

  • Proven experience in a Pre-Construction Manager or similar role within the construction industry.
  • Strong understanding of pre-construction processes, bid management, estimating, and design coordination.
  • Experience within the Healthcare and Education sectors.
  • Experience delivering design and build projects.
  • Excellent commercial awareness and understanding of construction methodologies.
  • Strong leadership, organisational, and communication skills, with the ability to manage multiple projects simultaneously.
  • Proficiency in Microsoft Office packages and relevant construction/pre-construction software.
  • Strategic and solutions-focused mindset with strong attention to detail.
  • Ability to build effective relationships with clients, consultants, subcontractors, and internal stakeholders.
