We are currently working with a leading social housing contractor who is looking to appoint an experienced

Freelance Site Manager to oversee a decarbonisation programme across occupied Housing Association properties throughout the Stroud area.

The Role

As Site Manager, you will be responsible for the successful delivery of a large-scale social housing decarbonisation programme, overseeing works from pre-start through to completion.

Projects will include energy efficiency improvements such as external wall insulation (EWI), loft insulation, window and door replacements, ventilation upgrades, air source heat pumps (ASHPs), solar PV installations and other retrofit measures.

Working closely with residents, subcontractors, client representatives and internal teams, you will ensure works are delivered safely, to programme and to the highest quality standards while maintaining an excellent customer experience throughout the project.

  • Day-to-Day Responsibilities
  • Managing decarbonisation and retrofit works across occupied Housing Association properties.
  • Overseeing site teams, specialist subcontractors and suppliers to ensure efficient project delivery.
  • Ensuring all works are completed safely, on programme and in accordance with company procedures.
  • Conducting regular site inspections, quality checks and progress reviews.
  • Managing site health and safety compliance and maintaining accurate site records.
  • Delivering site inductions, toolbox talks and safety briefings.
  • Liaising with residents, Housing Association representatives, tenant liaison officers and client teams to provide updates and resolve any issues.
  • Coordinating multiple trades involved in retrofit and energy efficiency works.
  • Managing materials, labour and subcontractor performance.
  • Monitoring programme milestones and reporting progress to the Contracts Manager.
  • Ensuring all works are completed to specification, PAS 2030/2035 requirements (where applicable) and company quality standards.
  • Promoting excellent customer service while working within occupied homes and maintaining strong client relationships.

Requirements (Skills & Qualifications)

  • Previous experience as a Site Manager delivering planned works, decarbonisation, retrofit or refurbishment projects within the social housing sector.
  • Experience managing works within occupied Housing Association properties.
  • Good understanding of retrofit and energy efficiency programmes, including EWI, insulation, ventilation, windows, doors and renewable technologies.
  • Strong knowledge of health and safety legislation and site management procedures.
  • SMSTS (Site Management Safety Training Scheme)

  • Proven experience managing subcontractors and direct labour teams.
  • Excellent organisational and communication skills.
  • Full UK Driving Licence.
