Service Area: Housing Strategy, Policy & Regulatory Assurance

Location: London (East London)

Contract: Initial 6 months

Role Purpose

To lead the Health and Housing service within the Housing Strategy, Policy & Regulatory Assurance division, managing private sector housing regulation and enforcement. The postholder will oversee licensing schemes, ensure compliance with housing legislation, and drive service excellence through strong leadership, data‑driven performance, and innovation.

Key Responsibilities

  • Service Leadership & Management
    • Lead and manage four operational teams delivering private sector housing services.
    • Oversee the delivery of:
    • Mandatory HMO licensing
    • Additional licensing schemes
    • Selective licensing schemes
    • Reactive enforcement services
  • Ensure effective use of statutory powers to improve housing conditions and protect residents.
  • Regulation & Enforcement
    • Lead enforcement activity across the private rented sector, ensuring compliance with relevant housing legislation.
    • Deliver a robust and proactive response to the Renters Rights Act 2025, ensuring smooth implementation and local effectiveness.
    • Support consistent, fair, and transparent regulatory practices.
  • Strategy & Service Development
    • Lead the renewal and development of the Selective Licensing Scheme.
    • Establish and embed a strong data culture, including:
    • Performance frameworks
    • Monitoring and reporting systems
    • Evidence‑based decision‑making
  • Drive continuous improvement across services.
  • ICT & Innovation
    • Lead the implementation and rollout of a new ICT system to support service delivery, compliance, and reporting.
    • Ensure teams are trained and systems are used effectively to improve outcomes.
  • Partnership & Community Engagement
    • Build strong partnerships across internal departments and external stakeholders.
    • Work effectively within a diverse community, ensuring services are accessible and responsive.
    • Lead on housing‑related aspects of Gypsy and Traveller site management.
  • Essential Qualifications

    • Degree or diploma in Environmental Health (or equivalent relevant qualification).

    Essential Experience

    • Experience managing multiple teams within housing regulation, environmental health, or a related field.
    • Proven experience using statutory powers and duties to improve housing standards.
    • Experience implementing new legislation, policy, or service initiatives.
    • Experience managing or contributing to licensing schemes within the private rented sector.
    • Experience working within or alongside diverse communities.
