Buckingham Futures is recruiting on behalf of our local authority client in Essex for an experienced Project Manager – Renters’ Rights Act 2025 to lead a high-profile, time-critical programme of work. This is a fantastic opportunity to play a pivotal role in preparing councils for the implementation of the Renters’ Rights Act 2025, helping to shape a new, resident-focused service with clear statutory deadlines and real impact.
The Role
You will be responsible for managing the delivery of a multi-disciplinary project supporting the introduction of the Renters’ Rights Act 2025. Working closely with senior stakeholders across Housing, Environmental Health, Legal, Finance, Communications and more, you will ensure the service is fully resourced, compliant, and ready for delivery by 1 May 2026.
Key Responsibilities
- Lead and support a multi-disciplinary project delivery group
- Develop, manage and monitor a detailed implementation plan
- Oversee the development and review of enforcement policies, procedures, civil penalties and IT system requirements
- Support stakeholder engagement and communications with tenants, landlords and partner organisations
- Identify and manage project risks and resource requirements, including training and recruitment
- Ensure compliance with reporting requirements to the Ministry of Housing, Communities and Local Government
- Manage project budgets, including New Burdens Funding and income from registration fees
What We’re Looking For
- Strong working knowledge of housing legislation and the private rented sector
- Proven experience delivering complex change projects in a public sector setting
- Excellent leadership, organisation and stakeholder engagement skills
- Experience in policy development, risk management and compliance
- Confidence managing budgets and monitoring financial performance
- Ability to interpret and implement legislation and statutory guidance
- A clear commitment to equality, diversity and inclusion
Contract Details
- Temporary, full-time contract (6 months)
- £450–£500 per day (umbrella)
- Based in Essex, with office attendance required a minimum of two days per week
