Private Sector Housing Officer (Compliance)
Buckingham Futures is working with a Local Authority in East London to appoint an experienced Private Sector Housing Enforcement Officer to join its established housing team.
This is an excellent opportunity for someone who enjoys being out in the community, carrying out inspections and investigations, working directly with landlords and tenants, and using their professional judgement to improve housing conditions.
You’ll play an important role in ensuring privately rented properties are safe, compliant and properly managed, with the opportunity to take cases through from initial inspection and advice to formal enforcement where necessary.
The Role
You will be responsible for a varied caseload covering private sector housing, HHSRS and property licensing, including:
- Carrying out HHSRS inspections and assessing housing conditions. Inspecting and regulating Mandatory, Additional and Section 257 HMOs. Undertaking inspections of properties subject to Selective Licensing. Investigating complaints, referrals and housing-related enquiries. Identifying hazards and non-compliance and issuing schedules of works. Monitoring remedial works and ensuring properties are brought up to the required standard. Progressing cases through informal and formal enforcement action. Preparing notices, reports, statements, prosecution files and other legal documentation. Gathering evidence and, where required, giving evidence at Court, Tribunals and Public Hearings. Managing your own caseload, inspections, priorities and enforcement activity. Working closely with landlords, tenants, residents, Councillors, partner agencies and other Council services. Providing professional advice and guidance on housing standards and relevant legislation. Keeping up to date with changes in legislation, enforcement practice and professional standards. Supporting joint enforcement initiatives, community engagement and service improvement projects.
About You
We’re looking for an experienced housing professional who is confident undertaking inspections, investigating cases and making sound enforcement decisions.
You will ideally have:
- Experience within Private Sector Housing, Housing Enforcement or Environmental Health. Strong practical experience of HHSRS inspections. Experience with HMO and/or property licensing. Good knowledge of relevant housing legislation and enforcement procedures. Experience managing your own caseload from investigation through to resolution. Experience preparing enforcement documentation and evidence. Excellent communication skills and the confidence to deal with landlords, tenants and other stakeholders. The ability to work independently while contributing positively to a wider team.
An HHSRS qualification/certificate is required, and you will be expected to maintain the necessary competency to undertake delegated enforcement duties.
