Buckingham Futures is recruiting on behalf of a local authority in Essex for an experienced Private Sector Housing Officer.
Key Responsibilities –
- Investigate complaints relating to poor private sector housing conditions, offering technical advice and working closely with landlords to ensure compliance.
- Inspect and assess Houses in Multiple Occupation (HMOs), ensuring compliance with housing standards and national legislation, including the Housing Health and Safety Rating System (HHSRS) and Housing Management Regulations.
- Conduct property surveys, complete HHSRS assessments, and prepare detailed schedules of work where required.
- Implement the Housing Act 2004, including the Mandatory Licensing Scheme for HMOs.
- Maintain the Register of Licensed HMOs for public access and ensure accurate record keeping.
- Take enforcement action where housing conditions fail to meet required standards, including preparing and serving notices, compiling case files, and attending court.
- Provide advice and guidance to landlords and tenants, signposting them to relevant internal and external support services.
Requirements
- Comprehensive knowledge of the Housing Health and Safety Rating System (HHSRS).
- Strong understanding of the Housing Act 2004 and its application to HMOs.
- Good knowledge of building construction and maintenance.
- Sound understanding of landlord and tenant legislation and wider housing regulations.
- Relevant degree or professional membership such as CIEH, RICS, or CIH. Proven experience inspecting residential and multi-occupied properties, including assessment of disrepair and fire safety measures.
- Experience in private sector housing enforcement. HHSRS qualification is essential.
