Environmental Health Manager - Private Sector Housing Team

The post-holder will provide clear leadership and guidance to the private sector housing and disabled facilities grants teams who provide frontline operational services to the residents.

The post holder will act as an ambassador for the Council, engaging with our communities and meeting customer requirements while ensuring focus upon the priorities of the council.

The post-holder will be responsible for leading the team and supporting the team to use all tools and powers at their disposal to achieve this, drawing expertise from the team and other partner agencies where required.

The primary focus of this role is to undertake the following

• Support the team in delivering the Council's private sector housing enforcement functions (which includes undertaking housing inspections, making assessments using the Housing Health and Safety Rating System (HHSRS) and inspecting and licensing houses in multiple occupation and caravan sites); and compliance with the Renters Rights Act 2025.
• Oversee delivery of the duties in relation to Empty Homes function, applying a multi-disciplinary approach to bringing private sector homes back into use.
• Support the team to provide general advice to the public about the options that are available, as detailed in the Housing Grants Assistance Policy, to help them to retain independence;
• Support the team to process Disabled Facilities Grant and other discretionary applications as per the councils Housing Grants Assistance Policy and other procedures;
• Approval of grant funding applications and other associated records as submitted by the DFG Officers.

• 1.

Manage staff within the Private Sector Housing and Disabled Facilities Grants Team, including disciplinary issues, appraisals, training, setting of targets and objectives and monitoring and assisting in the development of annual training plans for the section.

• 2.

Assist the Head of Service (Public Protection) in managing a range of contracts, reviewing and updating documentation, devising policy and strategy and forward plans, maintaining compliant data-sharing agreements.

• 3. Produce management reports, performance data and complete statutory returns etc as necessary.
• 4. Support the team in resolving highly complex problems and provide specialist expertise and professional advice to internal and external stakeholders.
• 5.

Identify opportunities to develop and implement improvements and innovations in service delivery to create efficient, responsive and proactive services which optimise the full potential of all staff and resources and champion this approach.

• 6. Prepare reports, attend and present at Committees, Sub Committees and represent the Council at internal and external meetings and working groups as required.
• 7. Assist in the monitoring of expenditure and activity, with particular focus on ensuring efficient and effective use of budgets.

Carry out complex investigations, update databases and undertake inspections and visits when required.

Take enforcement action where appropriate e. g., serving notices and prepare witness statements and present evidence in Court and at Tribunals.

• 9. Respond to customer feedback and investigate customer complaints following the relevant policies and guidance.
• 10. Work in communities across the district, attend community events and promote campaigns.
• 11. Demonstrate commitment and support for safeguarding and promoting the welfare of children, young people and vulnerable adults.

Be responsible for ensuring that Data Protection, Freedom of Information and Records Management procedures are adhered to across the whole team and offering guidance to staff where applicable in these areas.
