Buckingham Futures is working with a forward-thinking local authority in North London that’s committed to raising housing standards, protecting tenants, and improving the private rented sector.

They’re currently seeking an experienced Private Housing Group Manager to lead a high-performing, multi-disciplinary team focused on housing enforcement, licensing, and regulation.

Key Responsibilities

  • Lead and manage a team of up to 6 Environmental Health Managers, plus a Project Officer
  • Drive strategic objectives to ensure safe, decent, and well-regulated private housing
  • Oversee complex casework across housing enforcement and licensing schemes
  • Represent the service at senior-level stakeholder meetings and external partnerships
  • Develop enforcement strategies, deliver service plans, and ensure full legal compliance

Requirements

  • Degree in Environmental Health or equivalent (CIEH-recognised)
  • Proven experience managing teams within private sector housing or regulatory functions
  • Strong working knowledge of the Housing Act 2004, HMO licensing, and enforcement legislation
  • Demonstrated leadership and project management capability
  • A solid track record in legal enforcement, including PACE interviews and court appearances

Duties

  • Leading projects on licensing schemes, enforcement strategies, and housing grant delivery
  • Managing budgets and resources effectively (income stream of £2m–£4m)
  • Coordinating with agencies such as the police to tackle rogue landlords
  • Representing the council at borough and London-wide housing forums
  • Making enforcement decisions, including the issuing of financial penalties (up to £30,000)
