The Emergency Services Network (ESN) is a huge strategic priority for BT and our commitment to do the best for our customer and our country. ESN will be the most advanced Emergency Services Network in the world – once again, BT/EE will be helping Britain to be a world leader in mobile growing coverage, enhancing reliability and increasing resilience will be the most important elements of building this vital communications network, which the Emergency Services will rely on to save lives and protect us all. The ESN will replace the existing Airwave network and is built on the existing 4G network and will provide essential new voice, data services and critical comms to 300,000 members of Britain's Blue Light teams. Our consumer and business customers will benefit from expanded 4G coverage and enhanced network reliability.
As a Commercial Third-Party Specialist you will work within the Commercial team in ESN and interface with Third Party Partners and Suppliers, the Network Readiness team and the Home Office to facilitate and deliver ESN network coverage. You’ll own and manage commercial relationships with the Third parties and be a key interface between the Network readiness commercial team and several teams across BT Business and Networks. You’ll have the ability to build strong effective relationships with customers and suppliers to deliver key ESN services is critical to the success of this role. You will be required to undergo National Security Vetting to SC or NPPV level.
What You’ll Be Doing
- Lead Third Party including Neutral Host relationships and ensure plan in place for ESN Coverage related projects.
- Manage all Third-Party coverage related agreements that support the ESN contract in conjunction with the Networks team.
- Support the delivery of Change Requests and contractual deliverables within the ESN contract.
- Strategic stakeholder management with key Customer and Suppliers.
- Negotiation of deals and commercial terms with suppliers and partners in relation to ESN Coverage.

- Communication: Able to explain complex information in a clear, accessible way, helping others to understand issues and make informed decisions.
Desirable Skills / Experience
- Experience in working with mobile telecommunications network and associated hosted infrastructure providers, ideally within large‑scale or critical services, with a focus on delivering outcomes that meet customer needs.
- Experience working with the public sector, with a good understanding of government procurement and the ability to work collaboratively across organisations in complex environments.
- Proven ability to manage, influence, and build trust with senior stakeholders, including Director level and above, through clear, open, and confident communication.
