Reports to: CCS Offshore Work Package Manager (Direct) & HSE Manager (Functionally)
Overview:
The delivery of the CCS infrastructure is managed using a Work Packages (WP) based organisation, with each WP focusing on different aspects of the onshore/offshore development. The HSE-MS and associated documentation required to support the operation are developed using HSE resources within each Work Package and other HSE resources.
Each Work Package HSE coordinator is required to support both the requirements of the WP as well as the more general, HSE-MS related activities:
- Responsible for ensuring that all HSE aspects associated with the specific WP are being adequately managed in accordance with company and regulatory requirements (50% of role).
- To support the delivery of project specific HSE and Process Safety strategies, policies and procedures (HSE Management System) aligned with Company HSE Policies and Guidelines and UK Legislation (50% of role).
- Manage the input of technical and operational HSE resources into the WP.
- Provide advice and guidance, to support efforts to ensure effective control and monitoring of activities which may affect the health and safety of personnel and the public or cause degradation of the environment, and to support integrity management for the CCS assets.
- Advise on compliance with relevant applicable Law, Statutory Legislation and Company Guidelines and Standards.
Main Accountabilities and Responsibilities:
- Ensure that all HSE aspects associated with the specific Work Package are being adequately managed in accordance with project and regulatory requirements.
- Provide general HSE, technical safety support in relation to the specific work package within the project development.
- Proactively support the delivery of WP specific Permit and Consent requirements in accordance with the PLANC including the coordination of the discharge of conditions.
- Coordinate with the design team to ensure contractor HSE deliverables are issued on time.
- Review key HSE design documentation as required by the WP.
- Attend safety reviews (HAZID, HIRA, HAZOP etc).
- Manage the provision of WP site based HSE supervision.
- Provide or source and manage specialist HSE technical and operational advice and assistance as required.
- Management of WP specific HSE audits of Contractors, including MoC audits.
- Provide WP specific stakeholder engagement support (HSEx, LPA, NRW etc).
- Support ensuring that all internal, external, voluntary and statutory reporting of HSE information is completed on time and to the required standard of quality.
- Ensure that Risk and Change Management policies, strategies and frameworks are implemented.
- Promote the application of appropriate Process Safety tools throughout the development.
- Support the delivery of the HSE and Process Safety strategies, policies and procedures (HSE Management System) aligned with Company HSE Policies and Guidelines and UK Legislation.
- Support compliance of HSE Management System with the requirements of the ISO 14001, 45001 and 50001 standards.
- Maintain performance monitoring tools, such as those required for non-conformance and corrective action management, audits and reviews.
- Support the development and implementation of HSE plans.
- Network with peers to utilise Best Practices and Lessons Learned.
Education & Professional Qualifications:
- Degree in Engineering or Science (preferred).
- Suitable professional Health and Safety qualifications and/or experience, e.g. NEBOSH, BSC (preferred).
Required Experience and Technical Competencies:
- Compliance with all Mandatory and Statutory training requirements.
- 15 years + of HSE operational experience gained in a high hazard industry, ideally Offshore Oil and Gas or CCS related.
- Experience with the design, installation, construction and operation of offshore infrastructure.
- Experience with SIMOPS and COMOPS activities.
- Offshore BOSIET.
- Significant knowledge of the key Safety Risks and Health related aspects associated with different phases of an E&P (or similar) development and their management, including safe systems of work, operational and workplace risk management systems and processes.
- Significant knowledge and understanding of operational and design Process Safety and/or Environmental Management.
- Significant knowledge and understanding of UKCS offshore Oil & Gas industry related HSE legislation and regulatory procedures essential.
- Significant experience in HSE reporting systems.
- Good knowledge in risk management and risk assessment skills.
- Technical proficiency and recent knowledge of SCR 2015, PSR, HSAWA requirements.
- Technical proficiency and knowledge of Operations Procedures.
- Technical proficiency in documentation requirements.
- Technical Proficiency in Auditing.
- Technical Proficiency in Incident Investigation.
- Technical Proficiency in Emergency Response.
- Experience in stakeholder engagement.
- Experience in coordinating a team ensuring timely delivery of all aspects of a project.
Working Conditions:
Mainly London office based with requirement to visit sites (Northwest England). Smart working system in place, allowing Smart Working from home 8 days per month.
