Broxtowe Borough Council is seeking a proactive, organised and technically competent Project Officer – Capital & Development to join the Asset Management & Development Team within Landlord Services. This fast‑paced, high‑tempo delivery role requires managing and coordinating multiple capital, planned maintenance and development projects across the Council’s housing stock.

Responsibilities

  • Deliver projects from initial survey, specification and procurement through to completion and handover.
  • Balance competing priorities and maintain momentum across a busy work programme.
  • Respond effectively to emerging site issues while ensuring works are delivered safely, to budget and to specification.
  • Coordinate closely with the Housing Development Manager, Procurement Officer, contractors and internal stakeholders to deliver schemes successfully.
  • Monitor project finances, including contractor valuations and variations, and manage variations.
  • Ensure all projects meet procurement and statutory requirements.

Qualifications

  • Experience delivering capital works, planned maintenance or development projects, ideally within a housing or public sector setting.
  • Demonstrated ability to manage multiple projects simultaneously in a fast‑paced, deadline‑driven environment.
  • Practical knowledge of building construction methods, materials and defect diagnosis.
  • Strong control over quality, cost and compliance.
  • Experience monitoring project finances, contractor valuations and variations.
  • Knowledgeable in public sector procurement processes, particularly for small value works.
  • Highly organised, able to prioritise and manage competing demands effectively.
  • Excellent communication skills with a collaborative and customer‑focused approach.
  • Qualified in construction, surveying, property, or a related discipline (or equivalent experience).
  • Demonstrates and represents the Council’s GREAT values and behaviours.

Requirements

  • Designated car user role that requires regular site attendance and occasional evening or out‑of‑hours work may be required to support service delivery.
