This role is a great opportunity to shape the future of the housing service, influence strategic decision‑making, and ensure that the best possible outcomes are delivered for residents as part of a busy and forward‑thinking housing service.

As a Policy and Performance Manager, you will lead policy development, performance monitoring, and strategic analysis across the Housing Service. You will combine strong analytical skills with a good understanding of housing legislation and display confident leadership.

The ideal candidate will have excellent analytical skills, clear communication ability, and enjoy developing and reviewing housing policies, monitoring service performance, and ensuring team activities reflect current legislation, best practice, and local needs.

The role involves leading a small team and working closely with internal and external partners to drive improvement and deliver high‑quality outcomes for residents. As the Council does not hold its own housing stock, you will work closely with housing association partners to ensure new affordable homes are delivered in a timely way.

Computer literate, minimum of five GCSE (or equivalent) at grade C or above, including English and Maths. Experience of working in the public sector is preferred, with specific housing‑related experience being an advantage. Training will be provided, particularly in relation to Council‑specific policies and criteria. A full driving licence would also be advantageous. Standard DBS check required.

We have adopted the core values of Teamwork, Innovation, Effectiveness and Respect (TIER). These values demonstrate our commitment to providing excellent customer care, working in a joined‑up way, showing respect at all times, and looking at innovation and forward‑thinking solutions. We pride ourselves on recruiting, developing and retaining talent who share this commitment.

We are committed to safer recruitment, safeguarding and promoting the welfare of children and young people and vulnerable adults. We expect all staff and volunteers to share this commitment.

The Council’s benefits package includes generous leave entitlement, a full training and development programme, membership of the Local Government Pension Scheme and free membership to the Council’s local leisure centres (free access to gyms, swimming pools, fitness classes, racket sport sessions, a health suite and generous discounts across other leisure and culture services).
