Human Resources Supervisor (Learning & Development), Northern Ireland Assembly
Location: Stormont Buildings, East Belfast
Pay Rate: Β£18.77 per hour (weekly pay)
About the Role
As the Human Resources Supervisor (Learning & Development), you will support the delivery of an effective Organisational Development and Learning Service across the Assembly Commission. Working closely with colleagues, managers, and external providers, you will help coordinate learning and development activities, administer learning systems, support corporate learning programmes and contribute to creating a positive culture of continuous learning and professional development.
Key Responsibilities
- Coordinate and support the planning and delivery of learning and development programmes, workshops, webinars and training events. Act as the first point of contact for learning and development enquiries from staff, managers and training providers.
- Administer and maintain the Assembly Commission's Learning Management System (LMS), including learner records, user access, learning pathways and reporting.
- Monitor training participation, compliance and completion rates, producing accurate management information and reports.
- Organise learning events, managing schedules, venues, communications, registrations and evaluations.
- Support the development and maintenance of e-learning resources, digital learning materials and training content.
- Process training bookings, applications, invoices and procurement documentation in accordance with Assembly Commission procedures.
- Assist in evaluating learning initiatives through data analysis, participant feedback and performance measures.
- Support leadership, management development, wellbeing and organisational development programmes.
- Build productive relationships with internal stakeholders, external training providers and partner organisations.
- Contribute to the continuous improvement of learning and development policies, procedures and systems.
- Maintain accurate records and management information in line with data protection requirements.
- Research emerging learning trends and innovative practices to enhance learning provision across the organisation.
- Support employee engagement, organisational culture and wellbeing initiatives.

Essential Criteria
Applicants must meet one of the following:
Option 1
- CIPD Level 3 Diploma in Human Resource Management (or an equivalent or higher qualification)
AND
A minimum of two years' experience in:
- Supporting the administration, coordination or delivery of learning and development activities or programmes.
- Providing advice, guidance and support using effective verbal and written communication skills.
- Building and maintaining effective relationships with internal and external stakeholders.
- Administering or supporting a Learning Management System (LMS) or equivalent digital learning platform, including learner records, content management, user support and reporting.
Option 2
A minimum of four years' experience in all the areas listed above.
