Bromley Healthcare provides public health nursing services in the London boroughs of Greenwich, Bexley and Bromley and is recruiting for the Service Lead in the London Borough of Greenwich. We are looking for a highly motivated dynamic SCPHN (School Nursing or Health Visiting) who has significant experience working with children and families and leading and managing SCPHN teams.

The post holder will work closely with the Heads of Public Health Nursing and Service Leads across the tri-borough Public Health Nursing services, to both integrate and transform the 0 to 4 and 0 to 19 services. You will have responsibility for the operational leadership and management of the public health nursing service and contribute to the strategic vision and direction of the service in line with Bromley Healthcare's strategic priorities, South East London Integrated Care System, and national policy and directives.

Main duties of the job
  • Responsible for operational management of the 0-4 Children's Public Health service in Greenwich ensuring a clinically effective and high-quality 0-4 service that uses research-based practice to plan, deliver and evaluate public health nursing interventions.
  • To work closely with the Bromley and Bexley Service Leads and Heads of Public Health Nursing in the strategic development of the service in line with recommended best practice guidelines and to develop strong partnerships with all relevant stakeholders, with specific emphasis on the further development of joint working arrangements with other Children's Services, Local Authority, Primary Care, Mental Health Services and Social Care.
  • To lead and inspire the service to ensure that all targets and KPIs in the service specification are met and that safe and effective clinical care is maintained across the service.
  • To manage the service budget and ensure that it is in line with the expected forecast outrun.
  • To work closely with the Director of Children and Young People's Services, Head of Children's Nursing, General Manager for CYP services, Safer Care Team, and other senior staff as part of an effective management team that is committed to providing a high-quality service.

Job responsibilities
  • Managerial responsibilities include ensuring the services provided are of high quality, effective, well-coordinated, value for money and responsive to the changing needs of children and young people and the local population.
  • To lead the planning, evaluation, service development, training, education and prevention work in a range of public health and health promotion programs, ensuring initiatives address national and local public health priorities.
  • To systematically review and analyse the performance data and reports from clinical information systems to ensure the targets for the service are being met.
  • To establish, maintain and monitor standards & competencies of clinical care for the Service.
  • To investigate accidents, incidents and complaints, implementing corrective actions where necessary.
  • To have overall responsibility for all clinical and administration staff ensuring the relevant organisation policies and procedures are referred to and implemented.
  • To facilitate the management of change when required.
  • To work towards the corporate and strategic objectives of Bromley Healthcare.
  • To ensure a robust local system for supporting safeguarding of children and young people within the Service.
  • To be responsible for the health and safety of staff and patients.
  • To lead on all aspects of clinical governance for the service promoting evidence-based practices and quality assurance in the service area.
  • To work closely and collaborate with other Service Leads to work on the development of the service according to the organisation and service requirements.
  • To continually review and monitor risks within the service, identify learning and take action as needed.
  • To implement and monitor action plans identified from audit and quality initiatives.
  • To manage the budget and to ensure that the service is working within budget constraints.
Clinical responsibilities
  • To have a highly developed, in-depth and broad knowledge in all areas of 0-4 Service delivery.
  • To be responsible for the delivery of a high quality service that delivers in a systematic and timely manner against the key performance and strategic quality indicators and metrics for the service.
  • To continuously update existing policies and guidance for the service to ensure current practice of all staff are up to date and according to best practice.
  • To work with internal and external colleagues to develop clinical care pathways and protocols/guidelines.
  • To take a pro-active approach to the development of clinical skills within the service whilst maintaining and developing personal clinical skills.
  • To work with all staff to ensure that clinical practice is standardised to a high level across the service.
  • To act as a senior clinician, providing direction and advice to all staff.
  • Ensure that standards of care are monitored.
  • Ensure the service is CQC compliant.
  • To work as a clinician if required to role model and for visible leadership.
Governance and Quality
  • To demonstrate a sound understanding of clinical governance, including audit, development of professional and service standards and risk assessment.
  • To ensure the implementation of, and adherence to, Bromley Healthcare policies, procedures and clinical governance requirements.
  • To ensure data is collected and provide analysis on service performance, monitoring service fluctuations and trends and reporting any actions taken to managers.
  • To compile and produce reports as part of regular service evaluations and submit these to inform business planning.
  • To identify a range of clinical and process audits that will develop the service and ensure these are completed in line with the annual Audit Plan.
Service Development
  • To promote the use of evidence-based practice in service delivery and ensure there is an infrastructure to support this.
  • To contribute to strategic planning for the service to ensure the service meets the developing national and local strategic direction in line with commissioning requirements.
  • To work with senior staff and managers to ensure that service developments and changes are implemented efficiently.
  • To assist with the development and review of procedures, protocols, clinical care pathways and service directives within the service.
  • To actively seek to involve stakeholders, service users and carers in the development of the service.
Communication
  • To attend the clinical, operational and leadership forums and other communication meetings as required, and cascade information to the teams and feedback information from the teams to senior management, interpreting organisational directives as necessary.
  • To communicate any operational service changes and developments to key stakeholders, other health professionals, service users and the public.
  • To ensure that key staff, staff representatives, users and their representatives and the public are appropriately involved in any service development.
  • To attend and contribute to relevant steering/networking groups relating to the needs of children and young people and their families.
  • To develop and maintain professional links with other service professional leads across the sector and neighbouring organisations.
  • To communicate effectively with commissioners in developing the 0-4 Health Service to meet the needs of children in Greenwich.
  • To represent the service within the organisation and externally to multi-agency groups.
  • To work effectively and communicate with Service Leads, Safeguarding Team and Locality.
  • To develop effective working relationships with key partner organisations such as Education and Social Services and with representatives from voluntary organisations.
  • To communicate effectively with service users to ensure user involvement.
  • To present information and reports as required relating to service area, including formal presentations.
People Development
  • To have line management responsibilities for and be responsible for the development of the team standards for maintaining and improving service delivery, and the evaluation of those standards with staff on a regular basis.
  • To be responsible for identifying the learning and training needs of all staff in the 0-4 service in conjunction with other management colleagues and specialist staff.
  • To be responsible for the development and ongoing monitoring of structured training programmes to meet the individual needs of all staff.
  • To inform the Quality Team regarding training needs and resource implications for the service.
  • To act as coach/mentor and role model.
  • To ensure peer review and clinical supervision are part of everyday practice.
  • To ensure the provision of high quality clinical placements of students within the service, working in partnership with higher education establishments.
Person Specification
  • Professional registration: Current NMC registration RGN/RN.
  • Training: Leadership/management Programme/Training, Member of relevant special interest groups, Risk management / Root cause analysis training, Quality Improvement training, change management.
  • Qualifications: Evidence of continued professional development, In depth post graduate training related to Health Visiting/ School Nursing, Mentor preparation, SSA ENB 998 or equivalent.
  • Specific skills: Highly developed specialist knowledge of professional area underpinned by theory and expertise, Sound understanding of child/safeguarding procedures, Able to communicate effectively in different settings from large groups to individuals where there may be conflict or distress or barriers to understanding, Able to synthesise, convey and work with complex information, Able to maintain concentration and be effective with many interruptions and demands on time, Advanced negotiation and problem solving skills with clients/ carers, staff and other professionals, including effective handling of complaints, Ability to provide professional and clinical leadership and motivation to a high level of expertise, Ability to manage resources effectively (Financial and human), To be able to contribute to strategic planning, To be able to evaluate the service for best practice and effective working systems, Car driver with use of car for work.
