This is a brand-new and exciting opportunity to shape and lead our approach to heat network compliance and performance in line with the 2026 regulatory changes. With Ofgem now acting as the regulator for heat networks under the Heat Networks (Market Framework) (Great Britain) Regulations 2026, this role is critical in ensuring we meet new authorisation requirements, deliver excellent customer outcomes, and build a future‑ready service.
Initially, you’ll take a project‑led approach, driving implementation, building processes, and embedding compliance frameworks. As the service matures, you’ll play a key role in building and leading a new specialist team. This role can be based from any of our offices – Tewkesbury, Norwich or Weston Super Mare – with flexibility to work from home and on site. You will be required to travel across our geography, with approximately five visits per month to sites or offices. A company car or cash allowance is provided to support this travel.

What You’ll Be Doing:
- Regulatory & Compliance
- Lead registration and authorisation of all heat networks with Ofgem
- Develop robust compliance frameworks, audit evidence, and regulatory submissions
- Act as the key contact for Ofgem and the Energy Ombudsman
- Customer & Consumer Protection
- Ensure compliance with heat network consumer protection standards
- Oversee billing accuracy, complaint handling, and service performance
- Act as escalation point for complex customer issues and vulnerability support
- Billing, Tariffs & Commercial Oversight
- Ensure transparency and fairness in billing and tariff setting
- Identify efficiencies and opportunities for cost savings
- Technical Performance & Delivery
- Monitor performance and resilience of heat networks
- Work with asset and operational teams to ensure reliability and lifecycle planning
- Minimise customer impact from outages
- Projects, Strategy & Decarbonisation
- Lead implementation of new regulatory and operational frameworks
- Support decarbonisation plans and future investment strategies
- Develop business cases and secure funding opportunities
- Leadership & Governance
- Provide clear reporting to senior stakeholders on compliance and risk
- Support the development of a future Heat Networks team
- Drive continuous improvement and best practice across the organisation
What We’re Looking For:
- Experience
- Experience in utilities, energy management, or property services within a large organisation
- Experience working with suppliers, consultants, and contractors
- Strong background in project delivery and implementation
- Experience managing operational services or processes
- Technical Knowledge
- Understanding of the energy market and procurement
- Knowledge of heat network regulations, including metering and billing
- Awareness of the social housing sector (desirable)
- Skills and Behaviours
- Strong stakeholder management and relationship‑building skills
- Excellent communication, both written and verbal
- Analytical thinker with strong problem‑solving ability
- Credible and confident advisor to senior stakeholders
- Organised and delivery‑focused, with the ability to manage multiple priorities
