We are now looking for an experienced Disrepair Surveyor to join our Healthy Homes team. This is a specialist role focused on building pathology, housing disrepair, damp and mould diagnosis, and expert witness services. Working as one of two regional specialists, you will play a critical role in protecting our customers, improving housing conditions, and reducing legal exposure through expert diagnosis, evidence-based solutions, and robust case management. You will investigate complex property defects, identify root causes, specify effective remedial works, and provide technical expertise throughout the disrepair process. You will also represent BFL in legal proceedings, preparing expert witness reports and providing professional evidence in court where required.

What you’ll be doing:
- Carrying out detailed building pathology assessments and specialist defect investigations.
- Diagnosing damp, mould, condensation and wider property defects, identifying practical and sustainable solutions.
- Managing housing disrepair cases from initial investigation through to resolution.
- Preparing schedules of works, monitoring delivery and validating completed repairs.
- Producing CPR Part 35-compliant expert witness reports and technical evidence.
- Representing BFL as an expert witness in court proceedings when required.
- Assessing compliance with HHSRS, Homes (Fitness for Human Habitation) requirements and Awaab’s Law obligations.
- Working closely with legal teams, contractors, consultants and internal colleagues to achieve the best outcomes.
- Challenging technical recommendations where appropriate to protect BFL’s interests and minimise financial exposure.
- Identifying opportunities for preventative maintenance and service improvement to reduce future disrepair claims.
- Supporting colleagues through technical guidance, training and knowledge sharing.
What we’re looking for:
- Significant experience in repairs and maintenance delivery within social housing, property or construction environments.
- Strong expertise in building pathology, defect diagnosis and remedial solutions.
- Proven experience managing housing disrepair cases and working alongside legal representatives.
- Knowledge of: Landlord and Tenant Act 1985, Homes (Fitness for Human Habitation) Act 2018, Housing Act 2004, Housing Health and Safety Rating System (HHSRS), Awaab’s Law and associated regulations.
- Experience preparing expert witness reports and supporting legal proceedings.
- Contract and contractor management experience.
- Understanding of thermal performance, moisture movement and condensation risk assessment.
Qualifications:
- Chartered membership (or working towards chartered status) with RICS, CIOB, CABE or equivalent professional body.
- HNC or higher qualification in a construction-related discipline, or equivalent experience.
- Damp and timber surveying accreditation (CSTDB/PCA) desirable.
- IOSH Managing Safely, NEBOSH or equivalent desirable.
Technical skills:
- Competent in the use of moisture measurement equipment, including Protimeter MMS2/MMS3 or equivalent.
- Experience using thermal imaging technology and diagnostic surveying methods.
- Knowledge of BS 5250:2021 and HHSRS assessment methodology.
- Strong report-writing skills with the ability to produce evidence suitable for legal proceedings.
- Familiarity with M3NHF Schedule of Rates or similar.
- Excellent communication skills, able to explain complex technical issues clearly to customers, colleagues, solicitors and the courts.
