Bromford Flagship LiveWest is seeking a Director of Strategic Place Investment to lead the organisation’s long-term, place-based investment strategy. This is a newly created, group-wide role with responsibility for shaping how Bromford Flagship LiveWest invests approximately £18bn of capital in its homes and places over the next 15 years. It is a significant opportunity to move the organisation from short-term, asset-led decision-making to an integrated, place-led investment approach that considers existing homes, regeneration, new homes and disposals within one coherent strategic framework.

The role will define what “fit for the future” means for homes, places and communities. It will set the strategic direction for where Bromford Flagship LiveWest invests, regenerates, repurposes or exits, ensuring capital is directed to achieve the greatest long-term value for customers, places and the organisation.

As Director of Strategic Place Investment, you will lead the Place Planning Centre of Excellence, own the Place Standard and establish the investment frameworks, governance and decision-making tools that enable clear, consistent and transparent choices across a major investment portfolio. This is not a traditional asset management role. The role requires a place-based view, considering how homes perform as part of wider communities, how investment supports customers to thrive, and how capital choices align with long-term financial sustainability, regeneration, new homes, customer outcomes and local priorities.

Key responsibilities

  • Set and own the 15-year Strategic Place Investment Plan, guiding the deployment of approximately £18bn of capital.
  • Lead strategic capital allocation across existing homes, regeneration, new homes and disposals.
  • Define what “fit for the future” means for Bromford Flagship LiveWest’s homes and places.
  • Own and evolve the Place Standard, creating a consistent benchmark for assessing how places perform.
  • Establish clear investment frameworks, decision-making tools and governance for long-term capital choices.
  • Oversee options appraisals for homes, schemes and communities, ensuring decisions are evidence-led and future-focused.
  • Champion a “no regrets” approach to investment, avoiding short-term fixes where longer-term intervention is needed.
  • Work closely with Finance, Strategy and Risk to align investment plans with the Group Business Plan, funding capacity and risk appetite.
  • Provide clear strategic guardrails for regional and operational teams to develop and deliver five-year functional plans.
  • Ensure Place Plans inform long-term investment, regeneration and disposal decisions.
  • Set the strategic direction for regeneration, disposal and reinvestment.
  • Identify where homes or places require investment, regeneration, repurposing or withdrawal of investment.
  • Build strategic partnerships with local authorities, public services, private sector partners and third sector organisations.
  • Represent Bromford Flagship LiveWest externally as a senior leader in place investment, regeneration and long-term place shaping.

About you

We are looking for a senior leader with the ability to operate across strategy, investment, property, regeneration and place. You may come from social housing, regeneration, development, strategic asset management, property investment, infrastructure or another environment where you have led complex, long-term investment decisions at scale. Sector background is less important than your ability to bring strong judgement, commerciality, pace and a clear understanding of how places work. You will be able to balance data, financial analysis and strategic judgement.

The organisation has strong data and insight, but this role requires someone who can go beyond the data to form a clear view of what a place could become, what investment is needed, and where capital should or should not be committed. You will be confident working across a matrix structure, influencing senior colleagues and bringing together customer, property, new homes, regeneration, finance, strategy and regional teams. You will need to collaborate closely with peers, using evidence, judgement and clear recommendations to support Executive and Board-level decisions. This role will suit someone who is comfortable with ambiguity, change and scale. You will be joining at a formative stage, with the opportunity to shape a new function, build the frameworks around it and influence how one of the UK’s largest housing organisations makes long-term investment decisions.

Experience and skills

  • Senior leadership experience in strategic asset management, development, regeneration, property investment or place-based investment at scale.
  • Strong understanding of long-term capital allocation, investment planning and portfolio decision-making.
  • The ability to assess homes and places through a customer, community, financial and operational lens.
  • Experience developing strategic frameworks, standards, governance and decision-making tools.
  • Strong financial, analytical and commercial capability.
  • The ability to translate complex property, financial, risk and performance information into clear recommendations.
  • Experience influencing across a matrix or place-based operating model.
  • Confidence engaging with Executive teams, Boards, investors, regulators and external partners.
  • Excellent report writing, presentation and stakeholder management skills.
  • A collaborative leadership style, with the ability to build trust across multiple functions and regions.

A full UK driving licence is required. The role will involve travel across Bromford Flagship LiveWest regions to support strategic planning, regional engagement, partnership working and wider Director-level responsibilities.
