Position Summary

A leading UAE-based institutional investment fund is launching a dedicated Public Markets vertical and is seeking a seasoned investment leader to build and drive this initiative from the ground up. This is a rare opportunity to establish a new investment platform within a globally focused, multi-asset fund.

Key Responsibilities

• Launch and lead the public markets investment function, defining long-term objectives, governance standards, and operational workflows.
• Align the strategy with the institution’s broader asset allocation goals, risk appetite, and liquidity profile.
• Act as the senior voice for public markets, integrating exposures into a holistic portfolio view across asset classes.
• Construct and actively manage a global portfolio encompassing equities, fixed income, ETFs, and liquid alternatives.
• Define allocation targets, performance benchmarks, and dynamic positioning informed by market and macroeconomic conditions.
• Optimize for risk-adjusted returns in line with institutional mandates and investment policies.

Manager Selection & Oversight

• Lead the identification, due diligence, and selection of external managers across geographies and public market strategies.
• Negotiate terms that prioritize transparency, cost-effectiveness, and alignment of interest.
• Monitor performance continuously and adjust allocations as required.

Platform Development & Team Expansion

• Operate independently at inception, with future authority to recruit and manage a team of up to three professionals.
• Work cross-functionally with compliance, risk, and operations teams to ensure robust implementation and oversight.
• Cultivate a culture of performance, collaboration, and integrity within the vertical.
• Establish and enforce controls across market, liquidity, and operational risk dimensions.
• Ensure full adherence to internal policies, regulatory standards, and global investment best practices.

Stakeholder Engagement & Reporting

• Provide regular updates, insights, and strategic recommendations to the CIO, investment committee, and other stakeholders.
• Represent the public markets platform in discussions with advisors, consultants, and relevant third parties.

Ideal Candidate Profile

Professional Experience

• Minimum 10 years of public markets investment experience within an institutional setting (e.g., sovereign fund, pension, endowment, or global asset manager).
• Demonstrated success in building and managing global public markets portfolios and overseeing external managers.
• Experience establishing or scaling investment functions with clear accountability for outcomes.

Technical & Strategic Expertise

• Strong understanding of global capital markets, macroeconomic drivers, and listed asset classes.
• Skilled in asset allocation models, portfolio construction, and risk analytics.
• Background in managing multi-asset exposures and blending active and passive investment approaches.

Leadership & Communication

• Strategic mindset with the ability to work autonomously and influence senior leadership.
• Strong communicator able to convey complex investment ideas to varied audiences.
• Effective at building and maintaining relationships with internal stakeholders and external partners.

Qualifications

• Advanced degree (MBA, CFA, Master’s in Finance, Economics, or related discipline) required.
• English fluency required; Arabic is a plus but not essential.
