The largest part of Signal’s remit for many years has been the delivery of outstanding managed services. The Change Management team was formed in 2022 to support FS client led strategic change projects and support the transformation of Signal’s managed service capability. There is therefore a requirement for specialist Change Project Managers to oversee and manage the delivery of these projects using Agile Management methodology.

This role focuses on 4 key areas:

  • Outstanding Service Delivery - Interpreting client instructions and delivering projects to the highest standard.
  • Profitability – Monitoring and managing commercial discussions through the development of project scope and all financial management associated with each job including quoting, invoicing, forecasting and time capture.
  • Quality – Ongoing management of scope, agreeing acceptance criteria, establishing measurement for success, tracking delivery metrics and skilfully resolving issues through collaboration with key stakeholders and colleagues across the business.
  • Continuous Improvement – Actively seeking and suggesting more efficient/better ways of working with every project.

Purpose of the role

To support Signal’s reputation for efficient, responsive change delivery by managing projects to agreed quality, cost and profitability standards, while analysing business processes and producing clear, actionable requirements to enable successful implementation.

Key Responsibilities

  • Outstanding Service Delivery - Responsible for managing a number of complex, often technical projects that deliver to client or business requirements to the highest standard – from initiation through to implementation and transition to BAU.
  • Responsible for planning and controlling project delivery, including producing schedules, quotations and briefs, managing scope and change, and negotiating timings and costs where required.
  • Responsible for interpreting and clarifying client and stakeholder instructions, ensuring requirements are fully understood, challenged where appropriate, and aligned to delivery capabilities.
  • Responsible for identifying how requirements will be delivered, defining delivery approaches, and selecting the appropriate teams and skill sets to execute the work.
  • Responsible for authoring and managing high-quality briefs and business requirements, inclusive of functional and non-functional detail, business rules, and all necessary collateral, data and assets.
  • Responsible for facilitating workshops and producing detailed specifications, including user stories, process maps and supporting documentation to enable successful delivery and development.
  • Responsible for managing risks, issues and dependencies, maintaining accurate project artefacts and ensuring due diligence and impact assessments are completed where relevant.
  • Responsible for supporting project implementation and business readiness, ensuring effective handover to BAU and adherence to transition and support processes.
  • Responsible for maintaining strong stakeholder communication and collaboration, ensuring alignment across internal teams and keeping clients informed through timely, effective updates.

Job profitability

  • Responsible for co-ordinating the estimation and quoting of client project deliverables in accordance with project requirements.
  • Responsible for monitoring and tracking time and expenditure related to project delivery to ensure profitability is maintained.
  • Responsible for pro-actively managing requirements and scope – impact of changes to existing requirements and/or new requirements.
  • Responsible for managing change during the project lifecycle to ensure that changes are communicated/impacted re-baselining requirements, costs and milestones.
  • Responsible for providing updates as required to track forecasts vs actuals for imminent or inflight projects.
  • Responsible for financial management of each job, this includes: Quoting & re-quoting, Purchase Order creation (where required), Cost tracking (Time or 3rd party supply), Prompt billing, Timely supplier invoice approvals (where required), Accurate forecasting, Accurate revenue recognition, Accurate billing plans, Accurate and timely time capture.

Quality

  • Responsible for resolving issues through collaboration with the client and colleagues from across the business.
  • Responsible for ensuring ways of working and procedures are adhered to in accordance with ISO standards.
  • Responsible for supporting on quality controls, i.e. carrying out root cause analysis, establishing corrective and preventative actions and creation of quality reports.
  • Responsible for establishing measurements for success and tracking delivery metrics.

Continuous improvement

  • Responsible for actively seeking new ways of working and making recommendations accordingly.
  • Responsible for providing project management information (MI) that will feed into Signal’s continuous improvement agenda.
  • Responsible for maintaining a ‘lessons learnt’ log or similar in order to capture learning that will feed into the continuous improvement agenda.
  • Responsible for running project team retrospectives/after action reviews in order to gain feedback from project stakeholders and team.
  • Responsible for actively sharing learning across Signal to build greater awareness and knowledge across the PM community.
  • Responsible for maintaining a deep understanding of the approaches and the benefits to various ways of working, and determining the suitability of each one for projects and work with clients.

Specific Requirements

  • Project management qualification (e.g. PRINCE2, APM, PMI) or equivalent hands-on experience in delivering complex, technical projects.
  • Business Analysis qualification (e.g. Certificate in Business Analysis BCS).
  • Minimum 5 years’ experience managing full lifecycle delivery of cross-functional projects, with a strong track record of delivering to agreed time, quality and cost parameters.
  • Confident working with a range of delivery methodologies, including waterfall and agile, with the ability to assess and apply the most appropriate approach for each project.
  • Comfortable engaging with both technical and non-technical stakeholders, including those at senior leadership level, to ensure shared understanding and alignment.
  • Strong analytical and problem-solving skills, with the ability to assess business and system processes and translate them into clear, actionable requirements.
  • Excellent documentation skills, including the production of specifications, user stories and process maps to support effective solution design and delivery.
  • Highly organised and detail-oriented, with strong time management skills and the ability to manage multiple priorities in a fast-paced environment.
  • Process-oriented mindset with a strong appreciation for structured delivery, change control and quality assurance.
  • Familiarity with document template platforms (e.g. Quadient) and a general interest in IT systems and how they support business operations.
