Resources Manager – Royal Albert Dock Trust
The Resources Manager is responsible for ensuring that the Royal Docks WATERSPORTS site, facilities, equipment and operational resources are maintained to a high standard, are safe and fit for purpose, and are available to support the Centre’s programme of activities and events.
The post holder will manage the day-to-day maintenance and cleaning functions, coordinate contractors and suppliers, oversee site security arrangements, and ensure that appropriate systems are in place for the inspection, maintenance and reporting of the Centre’s facilities and equipment. The role is practical and hands-on and will suit an organised, proactive individual who is comfortable managing people while also undertaking maintenance and operational duties themselves. The Resources Manager will play an important role in maintaining a safe, welcoming and well-presented environment for staff, volunteers, clubs, athletes, schools, community groups and visitors.
Key Management Responsibilities
Cleaning and Site Standards
- Ensure that all areas of the Centre, including internal spaces, external areas, boathouse facilities and access areas, are maintained to an appropriate standard of cleanliness and presentation.
- Manage the Cleaning Contractors and ensure sufficient cleaning cover is available to meet the Centre’s operational requirements.
- Monitor the quality and consistency of cleaning provision and address any deficiencies promptly.
- Ensure adequate stocks of cleaning materials and consumables are maintained, working with Reception to ensure supplies are ordered in good time.
- Establish appropriate cleaning schedules, including daily, weekly and periodic deep-cleaning requirements.
Contractors and Suppliers
- Establish and maintain an approved list of reliable suppliers and contractors capable of supporting the Centre’s maintenance and facilities requirements.
- Source quotations and coordinate contractors for appropriate maintenance, repair and improvement works.
- Ensure contractors working on site understand and comply with relevant Centre procedures, health and safety requirements and access arrangements.
- Monitor contractor performance and ensure works are completed to an appropriate standard and within agreed timescales.
- Maintain appropriate records of contractors, works undertaken, inspections and associated documentation.
Security and Access
- Manage the day-to-day relationship with the Centre’s security provider.
- Ensure security procedures are followed and that security issues are promptly identified and addressed.
- Coordinate the maintenance and regular updating of the Centre’s security log.
- Oversee the installation, operation and maintenance of the Centre’s door locking and access-control systems.
- Work closely with Reception to ensure staff, clubs, users and other authorised personnel understand and comply with access arrangements.
- Report security concerns and significant incidents to the CEO promptly.
Maintenance Management and Reporting
- Establish and maintain an effective preventative maintenance programme for the Centre’s buildings, facilities and equipment.
- Ensure the maintenance log is kept up to date, recording inspections, defects, repairs, contractor visits and outstanding works.
- Review outstanding maintenance issues regularly and prioritise work according to safety, operational requirements and available resources.
- Provide a quarterly maintenance report for Trustees through the CEO, highlighting completed works, outstanding issues, significant defects and planned maintenance.
- Identify opportunities to improve the condition, efficiency and functionality of the Centre’s facilities.
Operational and Practical Responsibilities – Rowing Course
- Install, remove and maintain the multi-lane rowing course as required.
- Undertake regular checks of the course and associated equipment and report any defects or issues.
- Ensure the course is appropriately maintained, stored and prepared for events and programmed activities.
- Assist with course installation and removal for major events, including outside normal working hours where necessary.
Boathouse and Workshop
- Take overall responsibility for the boathouse workshop, ensuring it remains clean, organised and safe.
- Ensure the workshop complies with relevant health and safety requirements and that appropriate procedures are followed.
- Maintain an accurate inventory of workshop tools, machinery and equipment.
- Inspect tools and equipment regularly and report their condition to the CEO on a monthly basis.
- Ensure defective or unsafe equipment is removed from use and appropriate action is taken.
- Maintain appropriate storage arrangements for tools, equipment, materials and maintenance supplies.
Pontoons and Water Access
- Inspect embarkation and other operational pontoons regularly and ensure they remain safe and fit for use.
- Identify and report defects, damage or maintenance requirements promptly.
- Provide weekly condition reports to the Director of Water Operations.
- Coordinate or undertake minor repairs where appropriate and arrange specialist contractor support where required.
Safety Boat Operations
- Provide safety boat cover for Centre events, activities and curriculum sessions when required and when appropriately qualified.
- Ensure safety boats are maintained in a clean, safe and operational condition.
- Ensure all safety boats are adequately fuelled and ready for use.
- Carry out routine checks, including fuel, engine oil and other essential operational checks.
- Report defects or servicing requirements promptly and maintain appropriate records.
Buildings and Facilities
- Carry out routine inspections of the Centre’s buildings and facilities, identifying leaks, damage, breakages, wear and other maintenance issues.
- Undertake daily, weekly and monthly checks as appropriate.
- Carry out minor repairs and maintenance where suitably qualified and competent to do so.
- Liaise with the Reception Manager and CEO regarding building maintenance requirements and prioritise works appropriately.
- Coordinate specialist contractors for electrical, plumbing, mechanical, structural and other works where required.
- Ensure maintenance activities are undertaken safely and with minimum disruption to Centre users.
Boathouse and External Areas
- Maintain the boathouse and western entrance areas to a clean, safe and presentable standard.
- Maintain shrubs, hedges and other appropriate areas along the perimeter fencing.
- Monitor external areas for damage, hazards, litter, overgrowth and other issues requiring attention.
- Assist with preparation of the site for major events and activities.
Equipment and Craft
- Carry out routine cleaning and maintenance of Centre equipment.
- Undertake minor repairs to rowing craft where appropriate and within the post-holder’s competence, as requested by the CEO.
- Identify more significant repair or servicing requirements and recommend appropriate specialist support.
- Maintain the indoor powered rowing tank in a clean, safe and operational condition.
Health, Safety and Compliance
The Resources Manager will have a key role in maintaining a safe environment for staff, volunteers and Centre users and will:
- Ensure maintenance and cleaning activities are undertaken in accordance with relevant health and safety requirements.
- Carry out and record appropriate routine inspections.
- Report hazards, defects and incidents promptly to the CEO or appropriate manager.
- Ensure appropriate signage, barriers and temporary controls are used when maintenance work creates a potential risk to Centre users.
- Ensure tools, machinery and equipment are used, stored and maintained safely.
- Work within Royal Docks WATERSPORTS policies, procedures and operational requirements.
- Cooperate with health and safety inspections, risk assessments and other compliance activities.
- Maintain appropriate records relating to inspections, maintenance, repairs and safety checks.
Type: Flexible based on a 40 hour week
