Quality, Accountability and Compliance Manager
Location: Yangon, Myanmar
Contract: 12-months fixed term contract, renewable
Salary: £39,894 + £1,617.13 monthly allowance

About the Role
The Quality and Accountability Manager will lead a dynamic team to ensure the effective delivery of quality assurance, compliance and risk management activities in a coordinated manner, including community engagement and accountability (CEA), data and information management, planning, monitoring, evaluation and reporting (PMER), protection, gender and inclusion (PGI).
Reporting to the IFRC Head of Delegation in Myanmar and working closely with Movement Partners in-country as well as the with the IFRC Regional CEA Coordinator, Regional Information Management Coordinator, Regional Head of PMER and Quality Assurance, Regional PGI Thematic Lead, and Regional Risk Management focal point , this role will be leading the development, coordination, and execution of IFRC\’s CEA, data and information management, PMER, PGI, quality assurance, and compliance and risk management strategies for the earthquake operation and Myanmar at large. The role also leads IFRC support for the continuous development of the Myanmar Red Cross (MRCS\’ portfolios in line with its strategic ambition.
The Quality and Accountability Manager will be entrusted but not limited to:
- Provide strategic oversight of quality assurance, compliance, risk management, and cross-cutting themes (CEA, PMER, PGI, IM), ensuring alignment with MRCS and IFRC frameworks.
- Drive evidence-based decision-making through robust monitoring, evaluation, and risk mitigation strategies, while upholding humanitarian standards and donor compliance.
- Provide strategic leadership in integrating CEA, PGI, and IM into humanitarian operations, ensuring harmonized tools, participatory processes, and robust data systems that support community engagement and accountability.
- Oversee planning, monitoring, and reporting frameworks-including evaluations and learning exercises-including those required by FCDO, and alignment with MRCS standards and deadlines.
- Lead and mentor a multidisciplinary team, fostering inclusive leadership, learning, and accountability while ensuring sound financial management aligned with FCDO compliance.
- Strengthen MRCS capacity in CEA, PMER, PGI, and risk management through tailored training, expert guidance, and active engagement in regional and global knowledge-sharing platforms.
- Strengthen strategic coordination with MRCS, IFRC, ICRC, UN agencies, and key stakeholders, representing IFRC in forums on quality and accountability and ensuring alignment with global strategies.
- Lead donor engagement and reporting-including high-level briefings for FCDO-by collaborating across teams to ensure transparency, strategic alignment, and timely delivery of donor requirements.
What we are looking for
You will understand IFRC policies, major donor regulations, and demonstrate integrity. Strong skills in strategic analysis, planning, data analysis, and implementation are essential, along with knowledge of global humanitarian issues, international standards, and CEA, M&E, and PGI approaches.
You will have proven team management, collaboration, and communication skills in a multi-cultural environment. Being self-supporting with computers and internet tools, and possessing initiative, creativity, and strategic thinking abilities are necessary. Excellent English communication is required.
You will have at least 5 years of experience in CEA, PGI, PMER, or strategic planning, including Red Cross/Red Crescent or INGO experience in developing countries. Networking and relationship-building skills are essential, along with field experience in high-risk contexts. You will have completed BTC, IMPACT, WORC, or possess equivalent knowledge. The ability to work in stressful environments with a positive attitude and flexibility in working hours is crucial.
It\’d be useful if you have a qualification or certification in monitoring and evaluation (M&E), diversity, equity, inclusion, and accessibility (DEIA), project management, statistics, or another relevant area, along with good command of another IFRC official language (French, Spanish or Arabic).
