An exciting opportunity has arisen to join Bristol City Council as a Senior Network Management Officer within the Highway Network Management service.


You will work at a senior technical and professional level, helping to coordinate complex activities and projects across Bristol’s highway network.


You will provide specialist advice, support the delivery of Bristol’s Streetworks Permit Scheme and help ensure that works affecting the highway are carefully planned and coordinated.


This is a varied role offering the opportunity to work with colleagues, contractors, utility companies and partner organisations to support effective service delivery and minimise disruption to people travelling around the city.


What will I be doing?


You will provide specialist and technical expertise across the team’s work programme, acting as a source of authoritative advice to colleagues and project teams.


Your Responsibilities Will Include:



  • Lead and coordinate complex highway network activities and projects, ensuring delivery to agreed timescales, service standards and strategic objectives.

  • Support the delivery and ongoing development of Bristol’s Streetworks Permit Scheme, providing specialist technical advice and expertise.

  • Build and maintain effective partnerships with internal and external stakeholders to support network management and service improvement.

  • Identify and implement improvements to policies, procedures and ways of working, while providing guidance and support to colleagues.


The role may occasionally require you to work outside standard working hours.


What do I need to have?


The key qualifications, experience and skills we are looking for include:



  • National Qualifications Framework/Qualifications and Credit Framework/ Frameworks for Higher Education Qualifications Level 5,relevant experience, or an equivalent combination of knowledge and experience

  • technical knowledge of highway network management, transport services, relevant legislation, policies and best practice

  • experience of managing and coordinating projects, including monitoring progress, costs, deadlines and service delivery

  • strong communication and partnership working skills, with the ability to provide advice, guidance and support to colleagues, stakeholders and the public.


You must also have experience in at least one of the following areas:



  • Research and benchmarking of innovative services.

  • Public consultation or public inquiries.

  • interpreting, producing or presenting complex technical or financial information.

  • Multi-agency / partnership working.

  • Income generation and project costing..


Previous experience of working for or with a local authority and a full current driving licence would be desirable.
