We are seeking a motivated and experienced procurement professional to join Bristol City Council, a diverse and ambitious organisation with a £1bn+ p.a. revenue budget and £1bn capital programme.
You should have experience of Public Sector tendering, ideally in the construction, housing and regeneration categories. Applicants should be qualified to MCIPS or working towards or extensive proven experience in a procurement/commercial setting (minimum of 5 years public sector procurement experience).
The role will require leadership and technical expertise to ensure that the Growth & Regeneration Category Procurement Team are well supported to deliver high quality procurement and tendering processes on behalf of the council.
Other key responsibilities will include possessing excellent project management skills, strong stakeholder engagement capabilities, efficient resource allocation and the delivery of end to end tender opportunities.
What will I be doing?
You will provide professional, legally compliant advice and support leading to robust procurement processes and commercial outcomes for the Council in line with Bristol City Council’s Procurement Rules and the wider procurement regulations such as PA23, PSR etc. As a Procurement Business Partner, you will be responsible for developing strong supportive relationships with your key stakeholders, delivering proactive and timely engagement, foster a culture of compliant commercial arrangements and delivering value for money outcomes in compliance with procurement regulations.
What do I need to have?
You will need to be an organised multi-tasker, with either a professional procurement qualification e.g. CIPS (Level 4 as a minimum) or equivalent recognised commercial qualification or extensive proven experience in procurement.
We need someone who has comprehensive knowledge of procurement best practice, Public Sector Procurement, Public Procurement law, UK procurement regulations (including Public Contract Regulations 2015, Procurement Act 2023, and Provider Selection Regime) and contract management practice.
You must have excellent communication skills in order to provide the presentation of information in a number of formats which contributes to positive working relationships with colleagues.
The Procurement & Contract Management Service work in a hybrid way with a mix of office and homeworking. Currently you are required to work from the office once a month however that may increase dependent business needs. Your usual place of work will be City Hall, College Green Bristol BS1 5TR.
