Bristol City Council is a diverse and ambitious organisation with over a £1bn annual revenue budget and £1bn capital programme.

We are activity recruiting for a number of Finance Managers to be part of our Finance Department.

You will be the trusted advisor to senior members of the Council on financial matters. That includes setting annual budgets as well as ensuring short, medium and long term forecasts are robust. You will identify, analyse and report on the financial implications of new initiatives in your area of responsibility. At year end you will support the preparation of annual statements.

To be successful in these roles you will need to build strong relationships with key stakeholders in your area and across the Council. That will allow you to challenge and advise. A commitment to continual improvement is key and you will need to consistently offer ideas to improve current practice and find efficiencies. There will be opportunities to work on cross-cutting projects that address issues across the Council.

Finally, you will need to manage and motivate your team to deliver.

The Divisional Financial Management teams are currently looking for Finance Managers in the following Directorates:

Corporate Finance (with responsibility for the Collection Fund)

Our Corporate Finance Team are looking for a Finance Manager to lead on Statement of Accounts, External Audit and Corporate Budget setting. This includes support to the wider finance team with technical financial advice, largely around revenue accounting issues including the Statement of Accounts. This post will take the lead on the specialised Council Tax and Non-Domestic Rates account known as the ‘Collection Fund’, working closely with our revenues, benefits and economic development colleagues on council tax base setting, surplus and deficit projections and income budgets, this is a really excellent opportunity to own the development of improved cross-working practices within the council and build up an enhanced organisational wide understanding in this area. The role holds management responsibility for at least three staff.

Housing

We have a role available in our Housing and HRA team, focused on support to the directorate in delivery of housing across the city. This includes all social housing, council housing and temporary accommodation. The role is integral in development of the HRA 30-year plan as well as being able to get involved in some exciting and innovative projects and programmes of work with the transformation underway. This post has line management responsibility for a team of 5. This is an exciting time to join the Housing and HRA team at Bristol as the directorate is currently divesting from the wider Growth and Regeneration remit to enable clear and dedicated focus on work underway in Housing.

Children and Education

We have two Finance Manager roles within Children’s and Education, both of these roles hold line management responsibilities for a team of qualified and non-qualified finance officers. The first role is focused around support to the Children’s Social Care team, supporting on Placements, Fostering, Asylum Teams and associated transformation and capital projects. The second role is focused around support to the Education and Inclusion teams, with a clear element supporting on Home to School Transport and Dedicated Schools Grant.

Adults and Communities

We are recruiting a Finance Manager in our Adults and Communities Finance Team. You will be joining a committed, friendly and enthusiastic team, supporting our Adult Social Care and Communities and Public Health services. You will be able to use your skills and experience, to provide sound financial advice and support, to services committed to continuous service improvement and making a real difference to people’s lives.

All roles will manage a team of Group Accountants and support the Business Partner with Executive Meetings and with other committee and member support responsibilities.
