Contractual hours: 37 over a 12‑month fixed‑term period. The role is part of the Council’s Corporate Systems Improvement (CSI) Programme and focuses on delivering and supporting a wide range of system and process improvements across HR, Payroll and Finance. It is an exciting opportunity to work within the HR Systems Team, which provides day‑to‑day support, investigates and resolves system issues, liaises with software suppliers and ensures effective system housekeeping and data quality.

Key responsibilities

  • Lead and contribute to the delivery of a wide range of system improvements, using appropriate project and change management approaches to plan, manage and implement changes.
  • Test system changes, manage system defects, and log, track and resolve support issues with software suppliers.
  • Keep up to date with system developments and assess their suitability for introduction where they improve efficiency across HR, Payroll and Recruitment processes.
  • Design, develop and maintain reports for a wide range of purposes, including recruitment data, payroll vetting, statutory returns and ad‑hoc customer requests.
  • Provide technical, configuration and analytical support across HR systems as required.
  • Support and help build system interfaces to ensure accurate and effective data transfer between systems.

Key qualifications

  • Previous experience working with HR and/or Payroll systems and associated databases.
  • Awareness of HR and Payroll legislation, data protection and information governance.
  • Experience working with external software providers and suppliers.
  • Experience of report writing and working with data, including collecting, extracting, analysing and interrogating information.
  • Excellent customer service skills, with the ability to communicate clearly and effectively with staff, managers and suppliers at all levels, in an inclusive and accessible way.
  • Ability to plan, manage and prioritise own workload, and work collaboratively as part of a multi‑disciplinary delivery team.
