Job Overview

Lead the new Asset Disposal team within Strategic Property at Brighton & Hove City Council. Deliver a programme of land and property disposals that supports the council’s financial strategy and long‑term sustainability. 2‑year fixed‑term contract.

Responsibilities

  • Lead the delivery of a major programme of land and property disposals to generate capital receipts and support transformation and capital programmes
  • Manage and develop the Asset Disposal Team, ensuring resources are aligned to deliver in‑year and future targets
  • Oversee complex property transactions and provide strategic direction on disposals, development opportunities and asset strategy
  • Work collaboratively with internal teams, consultants and stakeholders to manage risk and optimise outcomes
  • Lead governance processes, reporting and decision‑making, including engagement with senior leadership and elected members
  • Monitor performance, budgets and forecasting to ensure delivery against financial targets
  • Contribute to the development of policies and strategies, balancing financial objectives with social value and statutory requirements

Qualifications

  • A qualified commercial property surveyor (RICS or equivalent) with strong technical expertise in valuation and property law
  • Significant experience delivering complex property disposals and managing programmes or portfolios
  • Proven ability to lead and motivate multidisciplinary teams
  • Strong commercial awareness, financial management skills and experience in achieving measurable outcomes
  • Excellent communication and negotiation skills, with the ability to influence and work in politically sensitive environments
