Asset Disposal Programme Manager

We have an exciting opportunity for you to lead our new Asset Disposals team within Strategic Property at Brighton & Hove City Council. You will play a critical role in delivering a programme of land and property disposals that supports the council’s financial strategy and long-term sustainability. This is a 2-year fixed term contract.

About the role

• Lead the delivery of a major programme of land and property disposals to generate capital receipts and support transformation and capital programmes.
• Manage and develop the Asset Disposal Team, ensuring resources are aligned to deliver in-year and future targets.
• Oversee complex property transactions and provide strategic direction on disposals, development opportunities and asset strategy.
• Work collaboratively with internal teams, consultants and stakeholders to manage risk and optimise outcomes.
• Lead governance processes, reporting, and decision-making, including engagement with senior leadership and elected members.
• Monitor performance, budgets and forecasting to ensure delivery against financial targets.
• Contribute to the development of policies and strategies, balancing financial objectives with social value and statutory requirements.

What we’re looking for

• A qualified commercial property surveyor (RICS or equivalent) with strong technical expertise in valuation and property law.
• Significant experience delivering complex property disposals and managing programmes or portfolios.
• Proven ability to lead and motivate multidisciplinary teams.
• Strong commercial awareness, financial management skills and experience in achieving measurable outcomes.
• Excellent communication and negotiation skills, with the ability to influence and work in politically sensitive environments.
