Brentwood is at an exciting and transformative stage in its growth journey, with ambitious plans to deliver new high-quality residential neighbourhoods, vibrant retail and business opportunities and a flagship Garden Village. We are seeking an experienced and motivated Team Leader to play a key role in shaping the future of the Borough. This is a unique opportunity for a confident and forward-thinking planning professional to help deliver one of the most significant growth programmes in the region, while leading and developing a talented team of Development Management officers.

The role As Team Leader within the Development Management team, you will:

  • Lead and manage a team of professional planning officers, providing clear direction, mentoring and support.
  • Be an integral member of the wider Development Management leadership team, contributing to service improvement and innovation.
  • Take a hands-on role in the delivery of major developments, including the Council’s Garden Village proposals.
  • Lead on the negotiation, assessment and delivery of large-scale and complex planning applications, including residential-led mixed-use schemes.
  • Work collaboratively with Members, developers, agents, consultants and internal colleagues to secure high-quality, sustainable development outcomes.
  • Play a key role in meeting demanding performance targets while maintaining sound decision-making and high professional standards.

You will be empowered to negotiate proactively, resolve constraints creatively and help shape schemes that deliver real benefits for existing and future residents of the Borough.

About you: We are looking for someone who:

  • Is an experienced Development Management planner, with a strong track record of handling major and complex planning applications.
  • Has demonstrable experience of leading or mentoring officers, or is ready to take the next step into a formal management role.
  • Is confident negotiating with developers and their professional teams on large-scale and high-profile projects.
  • Has a sound understanding of planning policy, decision making and the political context of local government.
  • Is motivated, collaborative and solution-focused, with a genuine commitment to delivering high-quality places. Membership of the RTPI (or eligibility for membership) is desirable.
