The Post

We are seeking an experienced, curious and proactive Senior Data Analyst/Developer who is excited to shape and lead a role that goes far beyond traditional data analysis. This is a unique opportunity to influence how Adult Social Care (ASC) captures, manages and uses data across the service. You will work closely with a wide range of stakeholders to maintain essential reporting while exploring end‑to‑end data flows, identifying weaknesses and opportunities, and designing both short‑and long‑term data solutions that make information more reliable, accessible and meaningful. Your insights will directly support the planning, implementation and performance oversight of Adult Social Care services and integrated health and care initiatives. High‑quality, well‑developed data and reporting will play a key role in enabling better strategic decisions, service improvement and improved outcomes for residents.

Around half of your time will focus on core analytical and reporting work: producing high‑quality analysis, building engaging Power BI dashboards, developing paginated reports, and ensuring the accuracy and timeliness of statutory and corporate reporting. The remaining time will be spent collaborating with colleagues across the Council and partner organisations to fix data issues at the root, redesign data flows and drive improvements in data quality, automation and system reliability. A major part of the role involves leading the development and maintenance of the Adult Social Care data warehouse. You will write complex SQL queries, build and manage SSIS packages, identify and resolve data quality issues, and suggest improvements to ensure the system is efficient, robust and future‑proof. You will also use Power Automate to streamline data pipelines and automate routine processes. The role requires a proactive mindset — someone who investigates issues rather than waits for them to elevate, who traces problems back to source systems such as Mosaic, and who is constantly looking for better, smarter, more efficient ways to deliver insight.

The Person

  • Brings an inquisitive mind and isn’t afraid to ask “why?”, “how?” or “what if?”
  • Is proactive in identifying problems and suggesting innovative data driven solutions
  • Has strong SQL coding skills, with experience in SQL server database, building SSIS packages and managing data pipelines
  • Can lead improvements to the Adult Social Care data warehouse and manage it end to end
  • Has experience with Power BI, including modelling, DAX and designing impactful dashboards
  • Can develop paginated reports where necessary
  • Is comfortable using tools like Power Automate to streamline processes
  • Understands Adult Social Care systems such as Mosaic, or other social care/NHS platforms
  • Has strong experience with Excel, Power BI, SQL and Visual Studio
  • Has practical experience designing, delivering and overseeing quantitative research
  • Builds strong working relationships and networks to understand multiple perspectives
  • Enjoys learning new things and developing robust, practical solutions
  • Can manage their own workload effectively and work independently
  • Thinks creatively, beyond standard approaches, to improve how data is captured, transformed and used
