Contract: Fixed term - 12 months.

Hours of work: 36 hours per week.

Location: Civic Centre and other locations from time to time.

This is a key leadership role within Homelessness Services, part of the Housing Needs & Support department, responsible for managing the newly established Private Rented Sector Sustainment and Compliance Team. The team has been created to lead the service’s response to the implementation of the Renters’ Rights Act 2025, strengthening our approach to homelessness prevention within the private rented sector. You will lead a specialist service focused on sustaining tenancies, improving landlord compliance and driving early intervention to prevent homelessness. This includes overseeing complex casework, ensuring high-quality and legally robust decision-making and supporting officers to intervene effectively where tenancies are at risk. The role will drive performance and continuous service improvement, embedding new legislative duties across Housing Needs & Support, developing staff knowledge and confidence and using insight from complaints, Member Enquiries and case reviews to strengthen practice and reduce reliance on temporary accommodation.

We are seeking a confident and forward‑thinking leader with strong knowledge of homelessness, the private rented sector and a clear understanding of the challenges and opportunities presented by the Renters’ Rights Act 2025. The ideal candidate will have a proven track record of managing high‑performing teams within homelessness or housing services, driving service improvement and embedding new ways of working. You will be experienced in overseeing complex casework, ensuring legally robust decision‑making and supporting staff to deliver effective prevention and tenancy sustainment interventions. You will be confident in using insight from complaints, Member Enquiries and performance data to strengthen practice, manage risk and improve outcomes for residents. Strong leadership, communication and influencing skills are essential, along with the ability to work collaboratively across services and with external partners to deliver a coordinated approach to prevention and compliance. You will be comfortable leading through change, developing staff capability and driving high standards in a fast‑paced and evolving environment.
