What you’ll do

  • Oversee the collection, processing and allocation of the Community Infrastructure Levy (CIL) and Section 106 (S106) contributions
  • Provide expert advice to colleagues, applicants and developers on CIL and S106 obligations, planning applications and pre-application enquiries
  • Supervise and support career grade officers within the Infrastructure Planning Team
  • Manage the reconciliation and reporting of S106 and CIL accounts, including transfers of Mayoral CIL to the Greater London Authority
  • Lead the development and ongoing review of Brent’s Infrastructure Delivery Plan, ensuring alignment with the Local Plan and Borough Plan priorities
  • Collaborate with internal services and external partners to identify, prioritise and fund projects that deliver meaningful improvements for communities
  • Continuously review and improve CIL and S106 processes to maximise efficiency and transparency

We’re looking for someone with

  • A relevant degree and professional background in Planning, Infrastructure Delivery, or Project Management (MRTPI or equivalent desirable)
  • Proven experience in infrastructure planning and developer contributions, including S106 and CIL policy, collection and management
  • Strong leadership skills with experience supervising or mentoring team members
  • Excellent knowledge of planning legislation, funding mechanisms and infrastructure delivery
  • A collaborative approach and proven ability to work across departments and with external stakeholders
  • Strong analytical, financial and problem-solving skills, with attention to detail and accuracy
  • A proactive and solution-focused mindset with a passion for sustainable growth and community improvement
