We are looking for a Heat Networks Officer to support the delivery, regulation and expansion of Brent’s low carbon heat networks. This is a key role in helping the borough achieve its net zero ambitions while ensuring residents receive safe, efficient and fair heat supply.

What you’ll do

  • Support the management and operation of Brent’s growing heat network portfolio, which is set to rise from 2,000 to over 4,000 connections by 2028
  • Ensure compliance with Heat Network Regulations including consumer protection requirements
  • Support the implementation of the Heat Network Technical Assurance Scheme and Heat Network Zoning obligations
  • Lead strategic, policy and operational workstreams for council-owned and council-served networks
  • Work with internal teams, external consultants and contractors to maintain high performance, safety and customer satisfaction
  • Contribute to Brent’s net zero goals by improving efficiency and supporting the expansion of sustainable heat provision

We’re looking for someone with

  • A strong track record of developing and implementing policies or processes, ideally within a housing or environmental services context
  • An understanding of heat networks, relevant regulations and consumer protection principles, or a willingness to develop this expertise rapidly
  • Experience working with cross‑functional teams, technical specialists and contractors
  • The ability to explain technical requirements clearly to different audiences
  • Good analytical, organisational and problem‑solving skills
  • A commitment to service improvement and positive outcomes for heat network consumers
