Salary range: 52,194 - 55,323 per annum inclusive of London weighting

Contract: Permanent

Hours of work: 36 hours per week

Location: Civic Centre and other locations from time to time

About the role

To manage, plan, control and co-ordinate the New Roads and Street Works Act 1991. To support the Head of Highways Management in delivering a co-ordinated, planned and effective response to the Highways Authority's duties imposed by the New Roads and Street Works Act 1991 (NRSWA) and the Traffic Management Act 2004 (TMA) and to minimise disruption and congestion on the roads in Brent through co-ordination of works.

In this role, you will:

  • Be responsible for managing a team of four NRSWA Inspectors and one technical support officer
  • The role will include coordinating and delivering a wide range of challenges, developing new approaches and utilising innovation techniques to achieve efficiencies and customer-focused services
  • Direct and control all works on the public highway
  • Overseeing the submission of permits, TTROs (temporary regulation Orders) and notices via the official Street Manager platform.
  • Acting as the primary liaison between utility companies, local highway authority, contractors and the public to resolve conflicts and avoid congestion.
  • Managing and minimising financial penalties like Fixed Penalty Notices (FPN), Section 74 (overrun charges) and defect inspections costs.

  • Has experience of providing a customer focused service in a public environment.
  • Good knowledge of the New Roads and Street Works Act and Traffic Management Act
  • Good IT skills.
  • Communicates clearly and works well with colleagues, customers, and stakeholders
  • Has relevant experience in a similar role or a strong willingness to learn
  • Is organised, reliable and able to manage priorities effectively.

Opportunity to lead compliant street works activity in line with NRSWA, permit schemes, traffic management requirements, and reinstatement standards. Direct influence over reducing disruption to road users, residents, clients, and local authorities through effective planning and coordination. Varied role involving site inspections, permit management, contractor liaison, programme coordination, and stakeholder communication. Chance to improve safety standards across street works operations, including signing, lighting, guarding, excavation, backfill, and reinstatement activities. Strong scope to develop leadership, compliance, and operational management skills within the highways, utilities, or civil engineering sector. Potential access to role-related training and qualifications such as NRSWA Supervisor, SMSTS or SSSTS, First Aid, temporary works, and traffic management training where required. Ability to make a measurable impact by helping minimise overruns, avoid penalties, maintain accurate records, and support efficient delivery of works.
