Shared Technology Services (STS) is a shared IT service delivering end to end technology support across Brent, Lewisham and Southwark councils. We provide the full range of corporate IT capabilities from strategy, architecture and cyber security, through to day to day operations, infrastructure, cloud and supplier management, ensuring reliable and resilient services for thousands of users and residents.
Working in a complex multi stakeholder environment, STS brings together scale, specialist expertise and strong governance to deliver value for money, improve customer experience and support the organisations we serve through major transformation and continuous improvement. Southwark council is due to exit the shared service by 31 March 2028.
As Head of Strategy and Technology, you will lead the development and delivery of our technology strategy, ensuring it aligns with organisational priorities and delivers measurable value. You’ll oversee strategic planning across digital, data, architecture and technology roadmaps, translating vision into clear programmes of work that improve services, resilience and customer experience. You’ll provide strong leadership across stakeholders, shaping investment cases, setting standards and governance, and ensuring delivery is controlled, benefits‑led and outcome focused. You’ll also act as a key adviser to senior leaders, bringing insight on emerging tech, risk, and opportunities for innovation and efficiency.
You will be a confident, credible leader with a strong track record in technology strategy, transformation and modern service design in a complex environment. You can turn ambiguity into a practical plan, influence senior stakeholders, and communicate clearly with both technical and non‑technical audiences. You’ll bring strong commercial awareness, governance discipline, and the ability to prioritise investment based on risk and value. You’ll be collaborative, calm under pressure, and motivated by improving outcomes — with enough technical breadth to challenge, guide and support teams across cloud, infrastructure, cybersecurity, applications, data and architecture.
