The Opportunity
Are you passionate about property compliance, health & safety, and delivering high-quality housing services? We are looking for a dedicated Contract and Compliance Manager to play a vital role in ensuring our housing stock remains safe, secure, and fully compliant with statutory and regulatory obligations.
You’ll be joining a forward-thinking local authority team, where you’ll lead on compliance management across a portfolio of responsibilities — from fire safety to gas and electrical systems, asbestos management, water hygiene, and much more.
What You’ll Be Doing
As a Contract and Compliance Manager, you will:
• Take operational responsibility for compliance across a wide-ranging housing portfolio.
• Act as Contract Administrator, Manager, or Supervising Officer for mechanical, electrical, and service-related contracts.
• Develop and deliver strategic compliance plans, policies, and programmes across multiple disciplines.
• Lead on risk management, audits, inspections, and regulatory reporting.
• Oversee 1–5 year programmes for testing, inspection, maintenance, and capital works.
• Work closely with contractors, consultants, and internal teams to drive quality, safety, and best value.
• Support the Building Safety Manager role and contribute to Building Safety Cases and emerging legislation.
• Embed innovation and sustainability—including climate change considerations—into your compliance strategies.
Areas You’ll Lead
You’ll oversee compliance in one or more of the following areas:
• Fire safety & risk assessments
• Lifts and access systems
• Tree and playground safety
About You
You’re a natural leader with strong technical expertise and a proactive, problem-solving mindset.
You bring:
• A thorough understanding of landlord compliance and relevant statutory obligations (e.g. Building Safety Act, CDM, COSHH).
• Health and Safety qualification (IOSH/NEBOSH) or equivalent relevant experience
• Significant experience in managing property compliance across large or complex property portfolios.
• Strong contract management skills with a proven ability to oversee multiple service providers.
• Experience of risk management, audits, and working within a regulated environment.
• The ability to interpret legislation, draft policies, and communicate technical information clearly.
• A track record of managing budgets, commissioning works, and driving service improvement.
