Overall responsibility for the operation and maintenance of Breedon’s asphalt plants across the North of Ireland. Coordinate and manage asphalt production to ensure all production requirements and contract specifications are achieved safely, efficiently, on time, and in a cost-effective manner.
Ensure all asphalt plants and associated equipment are serviced and maintained appropriately, with planned and preventative maintenance carried out regularly. Ensure all asphalt plants are operated safely and maintained in a clean and tidy condition at all times.
Develop and maintain effective working relationships with Contracts Managers and Supervisors to ensure the timely supply of asphalt and other bituminous products to meet operational requirements, including works outside normal working hours where necessary. Ensure key operational roles across each depot are effectively staffed, with clear responsibilities, defined expectations, and regular performance reviews. Support and motivate employees to achieve both business and personal objectives.
Comply with all relevant statutory and company health, safety, and welfare requirements, ensuring a safe working environment for employees, contractors, and visitors. Ensure all contractors comply with relevant health, safety, welfare, and environmental regulations, as well as company policies and procedures. Maintain all required certifications, permits, and inspections, ensuring they remain current and compliant.
Ensure all health and safety documentation is completed accurately and submitted to the Health & Safety Department monthly. Report all accidents, incidents, and near misses promptly, and lead investigations in accordance with company procedures. Ensure all required daily and weekly inspections, permits to work, safe systems of work, and related documentation are completed and maintained. Ensure full compliance with the Breedon Integrated HSEQ Management System.
Implement environmental emergency procedures in the event of any environmental incident or emergency. Ensure all required environmental inspections and checks are completed, recorded, and maintained appropriately. Ensure all third-party environmental monitoring activities are completed and documented, including stack monitoring, dust, noise, and water sampling. Ensure licensed waste contractors are used for the removal and disposal of waste materials from site.
Verify that all daily and weekly quality inspections and checks are completed, including binder storage temperature checks, pyrometer checks, and organoleptic testing. Liaise closely with the Technical Department to ensure all raw material testing, production testing, binder content analysis, and grading inspections are completed as required. Work closely with Contracts Managers and Technical Managers to investigate and resolve all non-conformances (NCRs). Ensure all employees are aware of and adhere to company policies, procedures, and site rules. Undertake any additional duties as reasonably required by the Contracts Director.
Key Relationships & Challenges
Develop and maintain strong working relationships with the Contracts Director, Contracts Managers, and Contracts Supervisors, ensuring clear and effective communication and reporting structures. Build and maintain positive relationships with external stakeholders, including suppliers, client representatives, contractors, and members of the public. Demonstrate a professional, collaborative, and non-confrontational approach while maintaining the drive and accountability required to succeed in the role. Work closely with all support functions across the business, including Technical, Sales, Finance, Commercial, HR, and Health & Safety teams.

- Ensuring production is managed efficiently to maximise productivity, operational performance, and cost-effectiveness.
- Coordinating multiple plant operations effectively, requiring strong organisational and problem-solving skills.
- Planning and managing all resources necessary to deliver production schedules safely, efficiently, on time, and within budget.
Skills, Knowledge & Expertise
- Minimum 3 years’ operational experience in managing asphalt, quarry, concrete, or aggregate plants.
- Health and Safety leadership and safety culture development.
- Development of risk assessments and RAM.
- Knowledge and understanding of asphalt mixes and construction materials, sustainability targets and recycled asphalt plannings (RAP).
- Understanding of UK/ROI asphalt specifications and highways standards.
- Team leadership and supervision, staff training and development.
- Contractor management.
- Cost control, waste reduction and production KPI reporting.
- Supply chain and haulage management and coordination.
- IT competent - Microsoft Office (especially Excel).
- Current UK / ROI Driving licence.
