Salary: Grade 7-10 £34,434 - £42,839

Vacancy Type: Permanent, 37 hours per week (Part time hours considered)

Job Purpose: To support the day-to-day delivery of the Authority’s heritage and building conservation service and related development management and policy advice. To ensure the service meets the needs of its users and performance targets are met.

Main Duties:

  • To provide building conservation advice and recommendations to the Development Management Team on listed building consent applications, conservation area consent applications and heritage related planning applications.
  • To provide heritage and building conservation advice on pre-application and other planning enquiries.
  • To support the Enforcement Team in heritage related matters including unauthorised work to listed buildings and conservation areas, and the preparation of evidence for enforcement cases including Listed Building Enforcement Notices.
  • To prepare and present reports to relevant Committees as appropriate in connection to planning/Listed Building Consent applications and other heritage matters as may be required.
  • To provide advice to applicants, agents and the public on the appropriate conservation of historic buildings and related matters.

Person Specification:

Essential Criteria:

  • A degree in a subject relevant to Building Conservation.
  • Member of, or working towards Membership of a relevant professional body, such as the Institute of Historic Building Conservation, and evidence of continuing professional development.
  • Relevant experience in a building conservation environment related to Listed Buildings and Conservation Areas.
  • The ability to assess and advise on a wide range of historic structures, architectural and historic features, in relation to their significance and the potential impact of development.
  • Knowledge of traditional building architecture, conservation philosophy, techniques, materials, conservation methods, retrofit, and the conservation and adaptation of historic buildings.
  • A commitment to the principles and aims of building conservation.
  • Experience in the provision of building conservation advice in a planning environment.
  • A good working knowledge of Listed Building and Conservation Area legislation, policy, and guidance, particularly as it applies in Wales.
  • Effective and efficient communication and negotiation skills both written and verbal with experience of dealing courteously with the public and Members.
  • An ability to work independently and as part of a team and to mentor and support colleagues as a point of reference on heritage related issues.
  • The ability to write clear and concise correspondence and reports.
  • A good telephone manner and ability to deal diplomatically with the public, National Park Members and staff and diffuse potentially volatile situations.
  • Current driving license.
  • Willingness to work outside of normal working hours as necessary for evening or weekend meetings/events.
  • Level 1 Welsh Language Skill.
