Braxfield Recruitment is supporting a London local authority in the search for an experienced Interim Compliance Programme Lead to design and embed a case management system covering the full range of hazards brought into scope by Phase 2 of Awaab's Law.
Phase 2 significantly widens the prescribed hazards landlords must respond to within statutory timescales — including excess cold, excess heat, falls, structural collapse, fire, electrical safety and hygiene, alongside damp and mould — and the council needs a specialist who can move quickly to build the structures, processes and reporting that keep it compliant from day one.
The role
- You'll be responsible for putting in place a fit-for-purpose system to identify, log, prioritise and track hazards across the council's housing stock, ensuring every case can be evidenced against Awaab's Law timescales.
- Designing and implementing a case management framework covering the full Phase 2 hazard set — damp and mould, excess cold and heat, falls, structural collapse, fire and electrical safety, and hygiene.
- Mapping current processes against Phase 2 requirements and closing any compliance gaps as quickly as possible.
- Working closely with repairs, surveying, housing management and legal teams to ensure consistent, timescale-driven handling of cases across all hazard types.
- Establishing clear reporting and audit trails for cabinet, regulator and resident scrutiny.
- Advising on resourcing, contractor capacity and escalation routes to meet statutory response times across the different hazard categories.
- Supporting staff training and change management as the new system beds in.
About you
- Proven track record delivering housing compliance or disrepair programmes within social housing or a local authority, ideally spanning more than one hazard type.
- Strong working knowledge of Awaab's Law, the Decent Homes Standard and the Housing Health and Safety Rating System (HHSRS).
- Experience designing or implementing case management systems or process frameworks in a housing repairs environment.
- Confident engaging with senior stakeholders, contractors and regulators.
- Able to mobilise quickly and work at pace on a time-critical compliance deadline.
