A nationally recognised, award-winning public sector organisation is looking for a Construction Procurement Consultant to join a high-performing team managing large-scale national construction and estates frameworks. This is a technically focused role suited to a consultant who combines strong NEC and JCT contract knowledge with the ability to engage confidently at a senior stakeholder level.

As Construction Procurement Consultant, you will work across construction consultancy, modular construction, and professional services, providing expert procurement support throughout the full framework and contract lifecycle. You will bring credibility with clients and suppliers alike and have the depth of knowledge to navigate complex regulatory and contractual environments.

The role is predominantly remote with occasional visits to the Manchester office and travel to client and supplier sites.

What You'll Be Doing:

  • Procurement consultancy - deliver expert procurement support across large-scale national construction and estates frameworks throughout the full lifecycle
  • Team management - manage and develop a team of procurement professionals, providing mentorship, guidance, and day-to-day line management
  • Contract management - apply in-depth knowledge of NEC3, NEC4, and JCT contracts across construction and infrastructure programmes
  • Compliance - ensure all procurement activity meets PCR 2015 and Procurement Act 2023 requirements
  • Data and insight - use market intelligence to identify cost savings, process improvements, and supply chain efficiencies
  • Supplier negotiation - negotiate across all aspects of the category to ensure delivery meets client and stakeholder needs
  • Client and supplier engagement - operate as a credible subject matter expert, managing relationships with professionalism and commercial awareness
  • Framework marketing - support the positioning and promotion of frameworks and contribute to category strategy development
  • Senior engagement - present procurement updates and recommendations to senior stakeholders and governance forums

What We're Looking For:

  • Proven line management experience with the ability to lead, mentor, and develop a procurement team
  • Strong NEC3, NEC4 and JCT contract experience across construction and infrastructure is essential
  • Consulting background is preferred but not required
  • Strong regulatory knowledge including PCR 2015 and/or the Procurement Act 2023
  • Strong client and stakeholder management skills with the confidence to operate at a senior level
  • Experience working within or across procurement frameworks, with an understanding of how they are structured, delivered, and promoted
  • Market awareness with an understanding of emerging trends and supply chain dynamics within the construction sector
  • Public sector experience is preferred but not essential
  • Project management accreditation is preferred but not essential
