About the Role
Our client is seeking an experienced Procurement Manager – Hard FM Projects to manage procurement activity across capital works, refurbishments, lifecycle replacements, and Hard FM improvement projects. This role is entirely project focused, supporting the delivery of one-off and programme-based works rather than ongoing FM service contracts. You will partner closely with Project Managers, Engineering, FM, and Finance teams to ensure projects are commercially robust, compliant, and delivered to programme.
Key Responsibilities
- Lead end-to-end procurement for Hard FM projects, from early market engagement through to contract award
- Support capital expenditure programmes, refurbishment works, and lifecycle replacement projects
- Develop project-specific sourcing and tender strategies aligned to delivery timelines and budgets
- Run competitive tenders, RFQs, and framework call-offs for Hard FM project works
- Negotiate project contracts, SOWs, pricing schedules, and commercial risk positions
- Manage contractor performance across live projects, including cost, quality, and delivery milestones
- Support variation management, change control, and commercial governance
- Ensure compliance with procurement policy, legal requirements, and project governance
- Produce cost models, spend analysis, and project procurement reporting
- Work closely with Project Managers, H&S, Legal, and Finance to support successful project delivery
Experience & Skills
- 3–6 years' experience in Hard FM procurement with a strong project / capital works focus
- Proven experience procuring capital works, refurbishment, M&E, or lifecycle projects
- Strong background in project tendering, contractor selection, and commercial negotiation
- Comfortable managing multiple concurrent procurement projects
- Strong commercial, financial, and risk management capability
- Confident stakeholder engagement across technical and delivery teams
- Strong Excel and analytical skills
- Ideally working towards CIPS or equivalent
- Procurement of M&E, Construction, and Civils projects
- Managing Hard FM project contractors and specialist subcontractors
- Familiarity with NEC / JCT contracts and project-based SOWs
- Understanding of CDM regulations and construction compliance
