Bradford Culture Company (the Company) is seeking to appoint a suitably experienced and qualified contractor (the Provider) to conduct a feasibility study to establish the viability of a venue in the city centre with a clear focus on a singular art form, drawing, and the suitability of various buildings and sites. Bradford Culture Company would like to invite interested providers to tender for this opportunity.

Providers Must Meet BCC’s Procurement Objectives

Scope of Work

This phase one feasibility study will examine architectural, cultural, and community frameworks for a dynamic institution that celebrates drawing as both an ancient language and a contemporary medium. It will assess spaces that encourage experimentation, dialogue, and the reinvention of seeing in an increasingly digital age. The scope will explore models for integrated exhibition and teaching environments where traditional techniques intersect with modern tools such as digital drawing and experimental media. Through market analysis, cultural mapping, and concept development, the study will identify opportunities to create a destination for artists, students, and the public to discover the act of drawing as a vital experience. The outcome will be a compelling vision for a self-sustaining institution that reasserts drawing’s central place in visual culture, both as a skill and as a way of thinking.

Specific Deliverables

  • Proposition Development: The consultant will work with BCC representatives and the working group to develop and test the core proposition, business model, offering, and facilities for the venue.
  • Stakeholder Consultation: The consultant will conduct interviews with existing stakeholders and potential partners for the project to establish interest and possible investment potential.
  • Governance Structure: Identify the appropriate corporate and governance structure to develop the centre and set out the timetable and steps to establishing the organisation.
  • Market Interest: Identify the overall market for such a centre and gallery and the level of demand needed to sustain it.
  • Design: Scope out the space requirements for the venue and consider suitable locations to deliver these.
  • Capital: Establish the overall capital cost of the scheme.
  • Consultancy Team: Bidders are to set out their proposed team to complete the work. The team will be required to visit Bradford to familiarise themselves with the project and the sites as required, with other meetings and consultations taking place in person or online as needed.
  • Reporting: Following an inception meeting with the working group, the lead consultant will conduct fortnightly update meetings with the project leads Shanaz Gulzar (Creative Director of Bradford Culture Company) and Asif Qasim (Bradford Culture Company Trustee). A detailed draft report will be submitted for consideration by the working group and, following feedback, a final report will be submitted.

Timescale: Bidders are to set out their own timetable to complete the work, but it is anticipated that the feasibility study will take between 12 and 16 weeks.

Budget: The working group has estimated a budget of £15,000 plus VAT for this phase of the study.
