We are working closely with local authority in North Yorkshire to assist with the appointment of a Programme Manager, on a 3-months contract, highly likely to be extended at clients discretion. Please apply with your CV for immediate consideration. Rate of Pay: £25.06- £31.78 per hour.

Summary: The Programme Manager (Transport) will provide senior leadership and specialist programme management expertise to support the successful mobilisation, governance, and delivery of complex transport and organisational transformation initiatives across the council and partner authorities. Working closely with the Transport Advisor and senior stakeholders, the post holder will lead the coordination and oversight of high-profile transformation programmes, ensuring effective governance, stakeholder alignment, delivery confidence, and operational readiness. The role will involve establishing programme structures, managing cross-functional workstreams, overseeing risks and dependencies, and driving successful implementation within a politically sensitive and evolving public sector environment.

Responsibilities:

  • Lead the end-to-end programme management of complex transport and transformation initiatives from mobilisation through implementation and operational transition.
  • Ensure compliance with public sector governance requirements, procurement regulations, audit standards, and organisational controls.
  • Support the development of organisational programme management capability, governance maturity, and best practice delivery approaches.
  • Ensure delivery objectives remain aligned to organisational strategy, policy priorities, and service outcomes.

Essentials:

  • Degree-level qualification or equivalent professional experience in Programme Management, Project Management, Business Management, Transport, Engineering, Public Administration, or a related discipline.
  • Significant senior-level programme or project management experience delivering large-scale and complex transformation programmes.
  • Proven experience leading service redesign, mobilisation, organisational transformation, or insourcing/outsourcing transition programmes.
  • Experience preparing executive-level reports, board papers, governance documentation, and strategic recommendations.
