Plymouth City Council is seeking an experienced and driven Programme Manager to lead delivery of the Family Homes for Plymouth Children Programme — a flagship transformation programme within Children's Services focused on improving outcomes for children and families while reshaping how support and care services are delivered across the city. This is a high-impact leadership role requiring a strong change manager with significant Children's Services experience and the ability to lead complex transformation programmes across multi-agency environments.
Responsibilities:
- Lead and coordinate multiple programme workstreams across Children's Services
- Drive system-wide transformation to improve outcomes for children and families
- Work closely with Service Directors, Strategic Directors, Councillors, and senior stakeholders
- Ensure delivery of programme objectives, milestones, and benefits
- Support redesign of services relating to crisis support, fostering, and residential care
Essential Requirements:
- Significant experience within Children's Services
- Proven track record of leading large-scale transformation programmes in complex organisations
- Strong programme and stakeholder management experience
- Experience working with senior leadership teams and elected members
- Ability to drive operational change and deliver measurable outcomes
