Summary: The Area Team Leader / Building Control Officer Class 3H RBI is responsible for leading and managing a professional Building Control team to ensure the effective delivery of Building Regulation compliance, enforcement, and public safety services across the city. The postholder will support the Head of Building Control in delivering statutory Building Control functions, implementing service policies, maintaining operational standards, and supporting the Building Safety Regulator in accordance with the Building Safety Act 2022 and associated legislation. The role involves managing complex and high-risk building projects, supervising Building Control Officers, ensuring compliance with Building Regulations, monitoring performance against KPIs and Operational Standards Rules, and delivering responsive customer-focused services to internal and external stakeholders.
Responsibilities:
- Lead, supervise, and support a team of Building Control Officers, Plan Examiners, technical staff, trainees, and apprentices.
- Lead the assessment and enforcement of Building Regulations on a wide range of complex developments including high-rise, commercial, and specialist structures.
- Undertake plan assessments and site inspections within the defined competency framework for Class 3H Registered Building Inspectors.
- Prepare statutory notices, reports, evidence statements, and enforcement documentation for legal proceedings where required.
- Prepare Building Control quotations and Service Level Agreements to maintain market competitiveness.
Essentials:
- Full professional qualification such as RICS, CABE, CIOB, MIFE (A/I).
- LABC/CIOB Level 6 qualification in Building Control or related discipline, or substantial auditable experience within the Building Control industry.
- Extensive experience within the Building Control industry, including management and leadership responsibilities.
- Experience supporting Safety at Sports Grounds legislation and during-performance inspections.
- Experience preparing Building Control quotations and Service Level Agreements.
- Experience producing KPI, quality assurance, and performance monitoring reports.
