We are working closely with Sefton MBC to assist with the appointment of a Procurement Category Manager ICT, on a 3-month contract, highly likely to be extended at clients discretion. Please apply with your CV for immediate consideration. Rate of Pay: £339.60- £448.97 per day.
The Procurement Category Manager ICT will provide senior specialist procurement expertise to support the effective, compliant, and value-driven procurement of ICT goods, services, systems, and technology-related contracts across the Council. Working within Corporate Procurement, the post holder will lead procurement activities across the ICT category, ensuring procurement strategies, sourcing activities, and contract management approaches support organisational priorities, legislative compliance, value for money, and service transformation.
Responsibilities:
- Ensure procurement outcomes deliver value for money, social value, ethical procurement, sustainability, and compliance objectives.
- Ensure procurement activities comply with the Procurement Act 2023, Council Contract Procedure Rules (CPRs), public procurement regulations, and internal governance arrangements.
- Develop compliant tender documentation, evaluation frameworks, KPI measures, contract structures, and procurement timelines for ICT-related procurements.
- Support the development, review, and implementation of procurement strategies, policies, systems, and innovative working practices.
- Represent the Council at regional or national procurement meetings, partnerships, and collaborative procurement initiatives as required.
Qualifications:
- Degree-level qualification or equivalent professional experience in Procurement, Business, Commercial Management, ICT, Law, Finance, Public Administration, or a related discipline.
- Knowledge of the Procurement Act 2023, public procurement legislation, contract management, and procurement governance frameworks is essential.
Essentials:
- Significant experience working within procurement, category management, contract management, or commercial services in a complex environment.
- Experience leading complex procurement exercises involving ICT systems, software, digital services, or technology-related contracts.
- Experience managing tendering processes including market engagement, sourcing, procurement routes, evaluations, KPI development, and contract award.
- Experience maintaining procurement systems, contracts registers, reporting, and governance documentation.
