Overview

We are working closely with the local authority in Bromley to assist with the appointment of a Head of SEN on a 3‑month contract, highly likely to be extended at the client's discretion.

Bromley Council is seeking an experienced and strategic Head of SEN (Interim) to lead the Special Educational Needs (SEN) Service and provide system-wide leadership across the local SEND partnership.

Reporting to the Director of Education, you will be responsible for developing and delivering the borough's SEND strategic vision while ensuring high‑quality, inclusive, and legally compliant services for children and young people with Special Educational Needs and Disabilities (SEND).

Responsibilities

  • Provide strategic and operational leadership for the SEN Service, ensuring the delivery of high‑quality, inclusive, and effective SEND provision.
  • Lead integrated commissioning and collaborative working arrangements to maximise resources and improve service delivery.
  • Oversee statutory SEND functions, ensuring compliance with relevant legislation, statutory guidance, and quality standards.
  • Lead continuous service improvement through effective performance management, quality assurance, data analysis, and business intelligence.
  • Lead and oversee SEND improvement programmes, policy development, and strategic transformation initiatives.
  • Represent the Council in regional and national SEND partnerships, inspections, tribunals, and strategic forums.

Qualifications

  • Degree‑level qualification in Education, Health, Social Care, or a related professional discipline, or equivalent relevant experience.
  • Significant senior leadership experience managing complex SEND or children's education services.
  • Strong knowledge and practical experience of SEND legislation, statutory guidance, and national policy.
  • Experience developing and implementing SEND strategies and service improvement programmes.
  • Expert knowledge of SEND legislation, statutory assessment processes, and inclusive education.
