We are working closely alongside a Local Authority in City of Westminster to assist with the appointment of an Assistant Head and Enforcement Manager, on a 6-month contract, highly likely to be extended at client’s discretion. This is a senior leadership role within Building Control, responsible for managing enforcement functions, ensuring compliance with building legislation, and supporting the strategic development of the service.
Responsibilities
- Lead and manage the Building Control enforcement function, ensuring compliance with relevant legislation
- Oversee enforcement cases, including court proceedings and liaison with legal teams
- Manage dangerous structures services, including out-of-hours provision
- Supervise and mentor Building Inspectors (Class 2 & 3), ensuring compliance with standards and code of conduct
- Support the Head of Building Control in developing processes, policies, and service improvements
Qualifications
- Valid Building Safety Regulator licence (Class 3 - Specialist)
- Qualification aligned with the Building Inspector Competency Framework (HSE) or equivalent (e.g. CABE)
- Significant experience in building control, including enforcement and compliance across a range of building types
- Strong knowledge of Building Act 1984, Building Regulations, and Building Safety Act 2022
- Experience managing complex enforcement cases, including legal proceedings
- Proven leadership experience managing and developing teams
- Strong decision-making, analytical, and problem-solving skills
- Experience in inspections, plan assessments, and compliance monitoring
