We are working closely with local authority in Thurrock to assist with the appointment of an Enforcement Manager, on a 2-months contract, highly likely to be extended at clients discretion.

The Enforcement Manager - Facilities & Environment will lead and manage enforcement activities relating to housing compliance, selective licensing, environmental standards, and property-related enforcement within the Council's regulatory framework. The postholder will oversee enforcement operations aimed at improving housing standards, addressing non-compliance, anti-social behaviour (ASB), and poor property management practices, while ensuring enforcement actions are lawful, proportionate, evidence-based, and aligned with statutory responsibilities.

Responsibilities:

  • Lead and manage enforcement activity within housing, facilities, and environmental compliance programmes, including licensing breaches, housing standards issues, and anti-social behaviour (ASB)-related matters.
  • Ensure robust evidence gathering, including witness statements, interviews under caution (PACE), photographic evidence, and supporting case documentation.
  • Contribute to policy development, procedural improvements, internal guidance, and continuous service enhancement.
  • Act as the Council's lead officer in tribunals, court proceedings, hearings, legal case conferences, and enforcement-related meetings.
  • Conduct audits of casework and enforcement decisions to promote consistency, legal compliance, and service quality.

Essentials:

  • Degree or professional qualification in Housing, Environmental Health, Building Surveying, Property Management, Regulatory Services, or a related discipline.
  • Completed HHSRS (Housing Health and Safety Rating System) certification.
  • Substantial experience in housing or regulatory enforcement, preferably within a local authority or public sector environment.
  • Experience preparing legal documentation and presenting enforcement cases at tribunal, court, or formal hearing level.
  • Strong knowledge of relevant legislation including the Housing Act 2004, Housing and Planning Act 2016, ASB legislation, PACE, tenancy law, and regulatory frameworks.
  • Full UK driving licence and ability to travel across the borough as required.
